Minimum Qualifications Seven years of experience in planning and developing the delivery of long-term technical solutions for to satisfy both internal and external customers.
Managing a portfolio of Project Teams in building service based software components and technology solutions.
Identifies potential problems and propose solutions to mitigate risk.
Experience in the following technologies:
.net/.net core
Oracle
Sql Server

Managing and Maintaining the Child Care Facility System

And including one year of supervisory experience.

The following degrees may substitute for the general experience as indicated:
* Associate’s degree and six years of experience
* Associate’s degree including 15 semester credit hours in computer science and five years of experience
*Bachelor’s degree and five years of experience
*Bachelor’s degree including 15 semester credit hours in computer science and four years of experience
*Master’s degree in computer science or related field substitutes for an additional year of * Doctorate in computer science or related field substitutes for an additional 2 years of experience

Duties Description Under the direction of a Manager Information Technology Services 2, SG29, within the Chief Technology Office, Business Application Services, Health and Human Services Portfolio, the selected candidate will manage a wide range of Project Teams in delivering software applications consistent with Service Oriented Architecture to provide the Business Solutions (OCFS) and the Human Services Cluster with technology solutions. They will direct the Project Teams in providing new software solutions consistent with statewide technology directives. Duties include but are not limited to:
*Plans and designs the delivery of long-term technical solutions to satisfy both internal and external customers.
*Manages a portfolio of Project Teams in building service based software components and technology solutions.
*Identifies potential problems and propose solutions to mitigate risk.
*Develops alternative solutions to problems and works with IT staff and users to evaluate effectiveness of proposed solutions.
*Monitors progress and results of said Project Teams to ensure that technological solutions are sustainable and adaptable.
*Identifies and adjusts resources to ensure products of the At Large Systems Bureau are available timely and deadlines are met.
*Recommends technological procedures and policies to continue to move the
At Large Systems Bureau, Business Solutions (OCFS) and Human Services Cluster forward in their responsiveness to their customers. This will involve the conversion and upgrading of large mainframe COBOL systems.
*Provides project and organizational staff information in budgetary and fiscal discussions and decisions.
*Manages/participates in the soliciting and procuring of IT assets including
hardware, software and services.
*Assists in the writing of solicitation documentation (RFP’s, RFIs) for procuring IT assets.
*Functions as an agent of change within the Bureau looking for innovative
software solutions and systems to better serve both internal and external
customers.
