Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent competitive status as a Senior Accountant, G18 OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G18 and eligible to transfer to Senior Accountant, G18 under Section 70.1 of the Civil Service Law; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in an accounting, auditing or fiscal traineeship at the G14 or G16 level and eligible to transfer to an Accountant Traineeship under Section 70.1 of the Civil Service Law. Accountant Trainee, NS - A bachelor's or higher degree in
accounting, auditing, or taxation; OR a bachelor's or higher
degree with 24 semester *credit hours in accounting, auditing,
or taxation courses.
Senior Accountant, G18- A Bachelor's or higher in or with 24
semester credit hours in accounting, auditing, or taxation AND
**two years of professional experience in accounting/auditing or
financial internal or field auditing, where you were responsible
for the full range of activities in the design and/or review,
analysis and management of accounting systems, resulting in
the preparation of, or recommendations on, financial statements
in accord with generally accepted accounting principles.
* Note that courses such as business law, economics, statistics,
and most finance courses, although taken as part of an
accounting curriculum, cannot be counted toward the 24
semester credit hours.
** A master’s degree in accounting, auditing, or taxation
substitutes for one year of qualifying experience.

Preferred Qualifications: Experience with working with high data volume and use of various tools to summarize and make sense of it. Experience with navigating and running reports in the Statewide Financial System (SFS). Experience with OMB Uniform Administrative Requirements and Cost Principles. Intermediate to advanced knowledge of the MicroSoft Suite, especially Excel and Access. Strong communication, interpersonal, and organizational skills.

Duties Description The Office of Health Insurance Programs (OHIP) is responsible for operating the State's Medicaid program, which provides coverage to over 7.5 million members and totals over $100 billion in annual expenditures. OHIP is made up of Divisions ranging from policy development and management, finance and rate setting, data analytics and analysis, health plan contracting and oversight, communications, administration, Medicaid eligibility, and systems and operations. Senior Accountants perform professional accounting tasks requiring knowledge of accounting principles and procedures. Perform and oversee staff who develop, examine, review, and analyze financial and accounting records including the preparation of financial reports and statements. They follow Generally Accepted Accounting Principles (GAAP) and design new or revise existing accounting systems. These positions may be assigned to oversee a broad range of accounting areas such as general accounting, accounts payable, purchase requisitions, vouchers, account reconciliations, and capital programs.
