Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Required experience: professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis, and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
Required degree: must have been conferred a degree in one of the following disciplines - Accounting, Auditing, or Taxation OR any bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.
**Senior Accountant level requirements:
• Accountant Trainee 1 (equated to SG-13): either one of the required degrees or any bachelor’s degree with required 24 credit hours.
• Accountant Trainee 2 (equated to SG-14): either one of the required degrees or any bachelor’s degree with required 24 credit hours and one year of the required experience.
• Senior Accountant, SG-18: either one of the required degrees or any bachelor’s degree with required 24 credit hours and two years of the required experience.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 12 or above and eligible for transfer under Section 70.1, or 70.4 of the Civil Service Law.
Duties Description Duties include, but are not limited to:
• Prepare monthly financial statements for various programs within OGS which entails:
• Identify fixed assets and prepaids.
• Make monthly adjusting entries.
• Reconcile all balance sheet accounts.
• Identify and record all material variances.
• Meet with program units as needed to discuss financial statements.
• Log all checks and cash receipts into the cashier’s database.
• Create sole custody deposits and put together deposits for the State Treasury based on paperwork prepared.
• Respond to questions/concerns payments sent to the cashier’s office.
• Work with program units to coordinate requests from customers.
• Prepare journal entries in the Statewide Financial System as necessary.
• Address customer concerns and complaints regarding account balances and payments.
• Assist with Governmental Accounting Standards Board (GASB) reporting requirements as requested by the Office of the State Comptroller.
• Perform other duties and special projects as required.
Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
