Minimum Qualifications Current NYS Department of Health (DOH) employees with permanent, contingent-permanent, or competitive status as a Information Technology Specialist 4, G25 OR NYS employees with one year or more of permanent, contingent-permanent, or competitive service in a title at or above a G23 and deemed eligible for transfer to Information Technology Specialist 4, G25 under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Familiarity with database operation including Structured Query Language (SQL), and Extract Transform Load (ETL) processes. Familiarity in administering or generating reports in one or more database platforms including DB2, SQL Server and/or Oracle. Experience with Data Marts, Data Warehouses and Online Transaction/Analytical Processing (OLTP/OLAP). In depth experience with Software Development Lifecycle (SDLC) concepts and tools in both Agile and waterfall methodologies.
Experience with object-oriented programming environments and APIs. Expertise with Microsoft Office tools, especially Excel and Project. Ability to lead teams and meetings comprised of other staff in the Division of Systems as well as subject matter experts from other DOH Program Areas.
Experience or a general understanding of Medicaid billing is strongly desired as well as mainframe environments/concepts, especially Middleware. Supervisory or team leadership experience, project management and business analysis skills and in-depth experience working on formal projects are also beneficial.
Duties Description The Division of Operations and Systems within the Office of Health Insurance Programs requires a qualified Information Technology Specialist who will carry out duties necessary for the division’s continued operations. The candidate who fills this position will perform a leadership role of a small team of IT professionals focused on the day to day activities of Claims processing by the Medicaid Fiscal Agent. The incumbent will be responsible for this important operations area and work will include evaluating claims project proposals and estimates submitted by the Medicaid Fiscal Agent to ensure that they are fiscally prudent, reflect realistic levels of effort, and are deliverable within stated time frames. This responsibility allows projects and other efforts carried out by the Enterprise Project Management Office to proceed and allows that unit to efficiently assign project management and business analyst resources to them.
Database and data analytic skills are a key requirement for this position; the candidate also serves a vital role in analyzing data from multiple sources which spot trends and provide the basis for corrective action taken by the Division. This responsibility ensures that the Division is responsive and accountable to its internal constituencies as well as its program area stakeholders and the Department of Health overall specifically focused in the subject matter area of claims processing.
In addition to the above responsibilities the Division requires this candidate to be a resource on special efforts and ad hoc projects. This may also entail serving as a subject matter expert on standard projects and activities within the Division.
Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
