Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). Candidates meeting the following qualifications are encouraged to apply:
Promotion:
You must be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service as a Business Systems Analyst Trainee 1, Business Systems Analyst Trainee 2, Business Systems Analyst 1 or Business Systems Analyst 1 (Health).
Open Competitive:
Either A. a bachelor’s or higher degree AND three years of business analysis* experience where your primary duty was performing three of the five following activities:
Using business analysis techniques to elicit requirements as the foundation for the solution to the organization’s business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions).
Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirements; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirement Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).
Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
Or B. a bachelor’s or higher degree AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification** AND one year of business analysis* experience where your primary duty was performing three of the five activities listed above.
Or C. Possession of a Level 3 International Institute of Business Analysis/Certified Business Analysis Professional (IIBA/CBAP) Certification.
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Candidates may also be appointed via the following:
Reassignment: Currently in the title of Business Systems Analyst 2 and an employee of DEC
Reinstatement: - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
Transfer: One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law
OR eligible for transfer under Section 52.6: Must have current or prior permanent service in a title designated as 52.6 and within two salary grades of this position. Determination of titles that are 52.6 eligible can be found on the Department of Civil Service website, search “GOT-IT”

Duties Description Provide support to the Environmental Bond Act Office (EBAO) including:
1. Assist team in brainstorming and creating wireframes.
2. Gather requirements by conducting requirements workshop, facilitate focus groups, and utilize other business analysis tools to elicit requirements.
3. Develop and update electronic forms to support EBAO programs.
4. Respond to inquiries and requests for information. This includes, querying information systems to produce reports to support tracking EBAO supported activities and other requests for information.
5. Support modernization of information systems and development of information technology tools to improve EBAO program efficiency.
6. Communicate business processes to IT staff, program staff and stakeholders.
7. Craft user stories (development work is broken into user stories instead of product features or product requirements).
8. Support maintenance of a public-facing dashboard.
9. Manage and query DEC data systems to support state programs and CWIA and federal reporting reports. This includes assisting with collecting, compiling, organizing and analyzing data (using various tools, including Python programing); developing routine queries or processes to improve consistency and accuracy of reports; ensuring data is accurately entered in the information systems, communicating with program staff, and maintaining information systems.
10. Support staff to implement EBAO and DEC and initiatives.
11. Work with other New York State Agencies on data collection.
12. Meet tight deadlines and manage working with staff across multiple units and agencies.
13. Respond to ad-hoc data requests with the ability to quickly analyze and summarize data.
14. Assist in the development and implementation of EBAO and DEC programs, and associated technical documents, presentations, and other reports.
15. Create training materials and facilitate training sessions with the stakeholders of various modalities.
16. Interview, hire and supervise other EBAO staff
17. Other duties as assigned.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Telecommuting may be available, will be discussed at interview.
