Duties Description The position of Professional Engineer 2 is located in Central Office, Division of Water, Bureau of Water Permits and is responsible for the following:

• Manage SPDES permit program for assigned regions.
• Set section priorities and assign staff resources to ensure permitting goals are met.
• Supervise a section of 5 – 8 staff with a primary function of writing individual SPDES permits for major industrial and municipal facilities. Provide the necessary oversight so that permits produced by section reflect EPA and state regulations and guidance. Water quality reviews are conducted in accordance with department guidance and are protective of the receiving water.
• Approve engineering reports for improvements to assigned major industrial and/or municipal facilities.
• Provide or assign to staff technical assistance to Regional staff in the development of SPDES permits and water quality reviews.
• Manage special projects, including updates of existing guidance and regulations, as assigned. Develop permitting guidelines and operating procedures, and provide training and technical assistance to DEC staff, permittees, and the public on permitting policies.
• Coordinate with USEPA Water Division through Bureau Director on authorized components of SPDES program including reporting, assigned grant work plan activities, and permit specific actions.
• Prepare effective written communication including Division of Water guidance, monthly reports, memos to DEC staff and correspondence to other agencies and outside parties.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overnight travel may be required. Telecommuting may be available, will be discussed at interview.
