Minimum Qualifications Minimum qualifications for provisional appointment:
Must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive service as a Professional Engineer 2 (Civil).

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 27/M2 or higher and:

lf no more than three individuals meeting the provisional qualifications are interested, it will be possible to make a permanent appointment via non-competitive promotion. The minimum qualification for non-competitive promotion are: Must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive service as a Professional Engineer 2 (Civil).
Duties Description Serve as Chief of the Bureau of Maintenance & Technical Services. This Bureau administers the Job Order Contracting program for DEC which in 2023 issued 106 Job Orders with a total value of over $10 million and its engineering staff provide technical support to the regions and other Divisions. The Bureau manages DEC's comprehensive database of facilities, equipment and vehicles: the Maintenance Management System (MMS). The Bureau encompasses the Division's Radio Communications section which includes DEC's radio engineers and technicians who maintain DEC's statewide radio system, and electronics staff that fabricate and maintain a wide variety of electronic devices used by several Divisions; and is largely responsible for the Division's EPF and Hard Dollar budget management. This position directly supervises the Department's Energy Manager. The position also interacts with the Office of General Services, updating our portions of their Fixed Asset system, including buildings, lands, infrastructure, etc. This position also manages the Department's Building Code Compliance duties.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Overnight travel may be required. Weekends and holidays may be required. Must be available for emergency response. Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
