Minimum Qualifications Current New York State employee with one year or more of permanent, contingent- permanent or 55b/c service in a position allocated to a M-1/Grade 25 or above and eligible for transfer under Section 52.6 of the Civil Service Law.

OR

Provisional Pending Exam Minimum Qualifications:
One year or more of permanent, contingent-permanent or 55b/c service as a Human Resources Specialist 2 or an Associate Director Human Resources 1.

OR

Non-Competitive Promotion (NCP):
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the departmental promotion field and have one year or more in a permanent or contingent- permanent competitive, or 55b/c service in an Associate Director Human Resources 1.

Duties Description This position will report to the Associate Director Human Resources 4 and be responsible for the administration and coordination of the agency performance evaluation program, staffing and recruitment, classification, examination development, and compensation. Specific duties will include, but are not limited to the following:

• Lead the agency’s performance evaluation program; maintain and evaluate related metrics; and develop and implement related goals and strategies.

• Evaluate reports and effectiveness in relation to the division’s established goals. Recommend new and best practice approaches. Prepare related communications and present report-outs.

• Ensure that all the Unit’s activities are consistent with Civil Service laws, rules and regulations, Office of Employee Relations (OER) policies, collective bargaining agreements and agency policies.

• Identify special projects, assign them to staff, develop project schedules, monitor the progress of projects and ensure that they are completed on-schedule.

• Administer the agency’s classification and examination activities.
• Review complex or sensitive classification requests and/or other Civil Service requests; prepare requests requiring Civil Service Commission action.

• Provide guidance on Special Salary actions.

• Prepare responses to FOIL and audit requests, as needed.

• Assist with developing and implementing HR-related trainings and communications to staff and managers.

• Monitor personnel transactions to ensure that they comply with Federal laws, New York State laws, and ITS’s policies designed to ensure that all employees receive fair and equitable treatment.

• Perform full range of supervisory responsibilities.
