To be eligible, candidates must be an employee of the Department of Transportation and have one year of permanent competitive service as a Human Resources Specialist 2, Human Resources Specialist 2 (LR) or Associate Director Human Resources 1.

Duties Description Assigned to the Office of Human Resources (OHR), Personnel Bureau, this position will function as an Assistant Director of Personnel and will be part of the OHR management team. Under the Director of Personnel, the incumbent will provide leadership, guidance and training to Main Office and Regional Administrative Services staff on the full range of personnel activities.

Primary focus of this Assistant Director will be supervision and oversight of NYSDOT’s eleven Regional Administrative Offices. A combination of in-person visits and web-based meetings will be required.

Each Regional Administrative office consists of a Human Resource Specialist 2 and four to eight administrative staff. These offices are responsible for the onboarding process, recruitment, administration of benefits and time and attendance rules, reasonable accommodations, coordination of training activities and other administrative functions.

This position will be expected to develop and maintain working relationships with the Regional Administrative offices. The incumbent will ensure that clear and timely communication occurs between the Office of Human Resources at the Main Office and the Regional Administrative offices. They will work closely with the Regional Administrative offices to ensure staffing and staff development needs are being met. They will be responsible for maintaining reference documents for regional use and for disseminating information from Main Office OHR to the Administrative offices.

As part of the OHR management team, this position will also assist with the day-to-day operations of the Personnel Office, which includes:
• Staffing activities, including exam planning, onboarding, and retention activities.
• Position Classification actions, including analysis, evaluation, and preparation of required material.
• Employee services, including benefits, time & attendance, and the probation & performance evaluation process.
• Development, maintenance and implementation of Personnel Bureau policies and procedures.

Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

Additional Comments This position will include travel throughout the Regions and within the State. Specific requirements, if any, will be discussed at the time of interview. At the time of appointment, and continuously thereafter, candidates must be able to demonstrate their ability to meet the travel requirements of the position either by possession of a valid license to operate a motor vehicle in New York State or access to reliable transportation. Use of Personal Vehicle may be required for work related purposes. Reimbursement will be provided in accordance with NYS OSC requirements.
