Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

A bachelor's or higher degree.
COMPETITIVE MINIMUM QUALIFICATIONS:
Must be reachable on the New York State Civil Service eligible list.
70.1 TRANSFER QUALIFICATIONS:
One year of permanent or contingent permanent in an eligible title for transfer determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title is transferrable.

Duties Description • Evaluate project financing and operating budgets (underwriting), rent plans, appraisals, and market studies of multi-family affordable housing projects in accordance with the financing source requirements and agency policy.
• Provide technical assistance to prospective applicants for capital project funding applications. Review draft pro forms and provide accurate feedback in Technical Assistance meetings on project’s general compliance with underwriting (UW) standards. Identify UW issues and propose possible solutions;
• Review, score and/or provide written UW analysis of submitted applications for multi-family affordable housing projects for compliance with applicable programmatic statutes, rules and underwriting standards;
• Prepare UW exhibits for inclusion in funding commitments. Provide necessary UW analysis, memos, and reviews for issuance of reservation letters, binding/carryover agreements and IRS form 8609 for funded projects involving tax credits;
• As assigned, manage multi-family affordable housing projects, including:
- Tracking development timetables and deadlines for each assigned project;
- Acting as proactive intermediary and problem solver between the project developer’s team and assigned HCR technical staff to advance projects toward achieving project development milestones;
- Facilitating communication with other governmental agencies, financial institutions and others involved; and
- Processing contract packages and/or requests for payment in a timely manner.
• Work with HCR Staff and developers to address UW issues in pipeline projects and propose solutions. Work proactively to resolve issues and to expedite construction and/or permanent loan closings. Alert supervisors, in a timely manner, of any existing or potential project issues such as potential delays, non-compliance, cost increases, etc.
• Candidates must possess excellent verbal and written communication skills, and proficiency with Microsoft Office programs.
