Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade25 or above and eligible for transfer under Section 70.1 or 52.6of the Civil Service Law.
Duties Description Under the direction of an Assistant Director, incumbent will act in a team leading capacity and be responsible for leading and managing a specialized procurement team to oversee division-wide performance in a wide variety of contracts and contract related activities.
Primary responsibilities will include, but not be limited to:
• Oversee the day-to-day activities of the team to include, planning, scheduling, monitoring, and controlling workload within team
• Monitor the development cycle of high value, complex contracts, RFPs, IFBs, Sole/Single Source Procurements and other related financial documents
• Perform administrative and fiscal management services of contracts to include racking and auditing of division awards and contracts
• Participate and advise in strategic planning, policy-making meetings, and decision point processes that affect the procurement organization and statewide procurement as a whole
• Maintain strong working relationships within the team and with other staff of the agency
• Act as a liaison between contract user customers, vendors, and other procurement support groups
• Ensure the continuing development and implementation of modern procurement methods and documents
• Train and supervise lower-level staff and/or paraprofessional staff as necessary in the planning and development of procurement methods and documents.
