Minimum Qualifications Candidates must have one year permanent or 55 b/c service in a title designated as appropriate for transfer in accordance with 70.1 of the Civil Service Law.

OR

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-Competitive Minimum Qualifications:

One year of experience where most work time is spent performing activities related to mail receipt, mail distribution, storage, and/or stores keeping.

Duties Description Duties include but are not limited to:
• Receive USPS mail, as well as overnight mail at the dock and outside the dock area.
• Sort all incoming mail.
• Process outgoing UPS mail on the UPS System.
• Distribute all in-coming mail and shipments to all designated staff.
• Scan in-coming certified, and bar-coded mail and shipments with the Neo Tracking System.
• Distribute scanned mail to all indicated parties and obtain e-signature accepting delivery on hand-held device.
• File and distribute stock requests throughout the State.
• Assist Facilities staff with furniture, equipment installation and staff moves.
• Monitor inventory of paper and envelopes, order supplies as needed..
• Distribute stock as needed such as paper, and other office supplies.
• Assist in the maintenance of fleet vehicles as needed.
• Other duties as assigned by Facilities.
• Timely completion of annual mandatory training courses.
• Travel to other WCB offices as needed.
