Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Agency Safety & Health Representative 1 OR as a Safety & Health Inspector, SG-16 and eligible for transfer under Section 70.1 of Civil Service Law.

NYS HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Open Competitive:
Four years of experience in the field of occupational safety and health, industrial safety, industrial hygiene, construction safety, fire safety and prevention, or building design relating to fire codes.
Substitution:
An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience
Duties Description Under the direct supervision of the Agency Health and Safety Director, the incumbent will be responsible for ensuring compliance with the NYS Uniform Fire Prevention and Building Code filings and recordkeeping, assist in conducting safety inspections of all area facilities, prepare reports of findings and recommended action, and assist or conduct training.
Specific duties include, but are not limited to the following:
• Assist in the conduct of safety meetings, collecting, compiling, and analyzing data regarding personal injuries, motor vehicle accidents, workers' compensation, etc.
• Coordinate safety recognition programs and perform a variety of related duties as required.
• Maintain an accurate and complete filing system both electronically and physical files for all compliance-related records.
• Intake and distribute all correspondence from other agencies and outside vendors, contractors and agents.
• Maintain pertinent records for venders, purchases, suppliers, and contractors’ compliance records.
• Record accurate minutes of scheduled safety meetings, Labor/Management Safety meetings, Workplace Violence Prevention meetings, Domestic Violence meetings and Tenant Safety Organization meetings.
• Work with Facilities and space planning to assess, inspect, and facilitate or help coordinate the installation and removal of inventories for office spacing at ITS.
• Perform other Health and Safety duties or programs support activities as needed.
