Minimum Qualifications For permanent list appointment: Candidate must be reachable on the appropriate Civil Service list.

For permanent transfer appointment: Candidate must have one year of permanent competitive service as an Administrative Specialist 2, SG-23, or in a title at SG-21 or above deemed administrative under Section 52.6 of the Civil Service Law.
NOTE: Consecutive transfers resulting in an advancement of more than two salary grades are not permitted under Civil Service Law.

For provisional appointment: One year of permanent competitive or 55b/c service as an Administrative Specialist 1, Assistant Office Services Manager, Contract Management Specialist 1, Senior Administrative Analyst, Senior Budgeting Analyst, Human Resources Specialist 1, or Thruway Purchasing Officer 1.
NOTE: Individuals appointed provisionally must take and pass a Civil Service examination for this position and be reachable, i.e., be one of the top three (3) scoring candidates on the resulting eligible list who are willing to accept the position.

Duties Description Reporting to the Assistant Regional Director (ARD) of the NYC Region, the Administrative Specialist 2 (AS2) is directly responsible for supervising the Regional Business Office administrative staff (composed of support staff proficient in both the HR and Finance prongs of the Regional Business Office administration); managing regional recruitment, hiring and human resources processes; and maintaining regional budgets and revenue. The AS2’s duties include, but may not be limited to:

•Supervising lower-level Regional Business Office personnel by providing daily oversight, conducting regular staff evaluations, assigning, and overseeing work performed, and reviewing task assignments on a quarterly basis.
•Ensures that staff expectations are set and that the agency core values are adhered to.

Manages Regional Recruitment, Hiring and Human Resources Processes:
•Coordinates with facility managers and frontline supervisors in developing and posting vacancy announcements, evaluating respondent’s resumes and qualifications, and coordinating the selection process.
•Supervises the processing of appointments, terminations, and hourly payroll processing for annual salaried and seasonal staff.
•Coordinates new employee orientation and advises employees of policy changes.
•Oversees and provides information to employees about benefits provided by negotiated agreements.
•Coordinates with the ARD to assists managers and supervisors with labor relations issues concerning time and attendance, grievance responses, counseling, and discipline.
•Assists Regional and Albany office staff in preparing and reviewing classification requests. Reviews staffing patterns and assists the ARD with determining staffing needs.

Maintains Regional Budgets and Revenue:
•Oversees and maintains regional revenue receipts; tracks and evaluates revenue and attendance data; and develops, evaluates, and modifies, as appropriate, revenue collection internal controls.
•Assists in the solicitation, review, and negotiation of concession contracts.
•Conducts audits of concessions, revenues, refunds, and expenditures; ensures that each is documented and that funds are accounted for. Uses the provided systems (SFS, BETS, etc.) to ensure accounting and expenditure controls are followed.
•Manages the petty cash system including reconciling deposits and expenditures, filing Special Charge Vouchers to reimburse the account, producing checks, mailing payments, etc.
•Directs the preparation of the region’s Other Than Personal Service (OTPS) budget and the Personal Service Budget requests, including the development of allocations for temporary and seasonal funds.
•Oversees expenditure and accounting for funds appropriated.
•May supervise and control regional purchasing activities including establishing and evaluating systems and procedures for processing vouchers and purchase orders. Assures that purchases comply with State Finance Regulations.
•Plans and directs special or ongoing studies of fiscal practices to determine the need for revisions in work methods, workflow, purchasing practices, and related areas.
•Ensures that utilities, expenditures, and budget reports are completed in a timely manner for review by the ARD and Regional Director.
•Oversees administration of park regional housing including the preparation of housing agreements.
•May serve as the region’s Affirmative Action Liaison and coordinate directly with the Agency’s Affirmative Action Bureau on all Affirmative Action, EEO, and ADA/Reasonable Accommodation-related matters after review with the ARD.
•May serve as the Region’s Training Officer. Responsible for the coordination of training programs from a variety of sources including in-house, Labor/Management partnership training, worksite development, contract training, etc.
•Coordinates and provides a wide variety of additional administrative support services and assistance to regional administration and the NYC region as needed.

•Candidates must possess effective and professional written and verbal communication skills.
•Must possess good computer skills and be proficient in Microsoft Word, Excel, and Outlook.
