Duties Description In order to achieve the State’s enterprise objective for maintaining an integrated Statewide Financial System (SFS) to support NYS’s accounting, management, audit and control of finances, DEC will onboard to SFS with a tentative go-live date of April 1, 2025, with a two-to-four-year period that follows dedicated to stabilization. DEC is required to dedicate a team to work closely with the SFS project team. This team requires strong functional knowledge and understanding of the current DEC business processes and data, with a heavy focus on revenue/billing, federal grant reporting, the procure-to-pay (P2P) process, and the Agency’s chart of accounts.
They will have to work with project staff to address staffing needs, understand user and transaction volumes (transaction and module functionality included), and implement massive business process changes. The Director will oversee the change management, agency communication, and training components of onboarding and stabilization that will continue well past 2025.
The Project Director will oversee a team of Subject Matter Experts from throughout the agency (MBS staff, Central Office and Regional Staff) who will provide functional input, design reviews, configuration and enhancement reviews, and resolution of functional issues to support the project.
Duties:
• Organizes and collaborates between SFS Leadership and DEC Leadership, DEC leads and SFS leads on the day-to-day project activities that satisfy the objectives and scope of the SFS transition in accordance with the project schedule
• Manages the overall project/work plan to ensure work is organized, assigned, and completed on time
• Coordinates project team and SME resource activities according to approved project scope, development approach, and project schedule
• Keeps agency executive team informed of project progress, any roadblocks, and provide plans of action to get back on track, when appropriate
• Monitors system testing and assesses the impact of errors on system functioning during and after implementation
• Develops major work products for the project, including training materials for over 2,000 agency users
• Implements extensive business process changes that align with SFS Statewide model
• Demonstrates expert business understanding of the organization and Chart of Accounts
• Develops strategy for the rollout of the new system

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Overtime may be required. Telecommuting may be available, will be discussed at interview.
