Minimum Qualifications Non-Competitive HELPS:
Trainee 1: A bachelor's or higher degree OR
Trainee 2: A bachelor's or higher degree and one year of professional experience in budget estimation, justification, and expenditure control functions. (A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.)
Senior Budgeting Analyst: A bachelor's degree and two years of professional experience in budget estimation, justification, and expenditure control functions. (A Juris Doctor, master’s, or higher degree in a related field can substitute for one year of specialized experience).

Transfer:
In order to be eligible for transfer, candidates must have one year of permanent competitive or 55-b/c service as a Budgeting Analyst Trainee 1, Budgeting Analyst Trainee 2, or Senior Budgeting Analyst and be eligible for lateral transfer; OR be eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law.

55b/c:

Duties Description Under the direction of an Associate Budgeting Analyst in the Bureau of Budget Management (Bureau), the incumbent will perform the following:
• Assist in the preparation and development of the OASAS Annual Budget Request for Aid to Localities and State Operations, including the preparation of tabular and narrative justifications and budget development.
• In coordination with OASAS Regional Office staff, assist with updating and monitoring the Bureau’s State Aid Budgeting & Reporting System and other appropriate databases to ensure accuracy of approved State Aid funding decisions.
• Assist in the development of various transactions in the Statewide Financial System (SFS), consistent with enacted appropriations, grants, controlling ledgers, and Division of the Budget guidelines.
• Assist in monitoring and reporting of State and Federal grant funding.
• Responsible for the Legislative Initiative Grant program, including assisting awardees with required documentation, updating and monitoring Legislative Initiative Grant Award reports and funding, entering budgets, and requesting any necessary updates to internal systems and SFS.
• Assist with monitoring capital expense reports, advances, and vouchers.
• Prepare internal and external communications and participate in meetings.
• Work regularly in Excel, including pivot tables.
• Assist in the preparation and completion of Bureau assignments.
• Other duties as assigned.

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
