Minimum Qualifications Transfer: To qualify for a transfer under Section 52.6 of the Civil Service Law, candidates must have one year of permanent competitive service in a Grade M-3 or higher and be otherwise eligible for transfer.

Provisional: If there are fewer than three eligible list candidates willing to accept appointment to the position, candidates with one year of permanent competitive service in a financial management or budgeting position allocated to SG-27/M-2 or higher.

Non-Competitive Promotion: A permanent appointment pursuant to Section 52.7 of Civil Service Law may be possible if there are three or fewer current DCJS employees meeting the above promotional/provisional qualifications that are interested in this position.

Duties Description The Director of Financial Administration 4 reports to the Deputy Commissioner and assists in the oversight of the Division of Criminal Justice Services’ (DCJS) Office of Budget and Finance (OBF) and the financial administration of DCJS. OBF also provides administrative support for the State Commission of Correction and provides host agency access to its Oracle Financial Management System to the Division of Homeland Security and Emergency Services. Responsibilities of the Director of Financial Administration 4 include, but are not limited to:

• Overseeing and supervising staff in the Office of Budget and Finance, which includes performing the full range of supervisory responsibilities such as reviewing timesheets and completing performance evaluations;
• Providing support to the Deputy Commissioner of OBF on the direction and coordination of State and federally funded functions and activities including, but not limited to: Budget; Local Assistance Grants; Procurement; Business Office; Revenue and Cash Management; Accounting and Reporting; and Enterprise Initiatives;
• Ensuring compliance with internal, State and federal policies and procedures;
• Developing and assisting with the execution of comprehensive programs of financial and budget policy, and fiscal control;
• Providing comprehensive financial advice and assistance to the Deputy Commissioner of Budget and Finance and Executive staff in planning, policy, and decision-making activities;
• Recommending policies and procedures for billing, payment, contracting and budgeting;
• Overseeing the development and submission of the annual budget to the Division of Budget;
• Reviewing, developing and providing budgetary and programmatic recommendations on new initiatives;
• Overseeing the development and monitoring of agency program areas’ budgets and spending against cash targets;
• Reviewing and approving employee travel requests;
• Liaising with oversight agencies (Chamber, OSC, DOB) on finance and budget-related issues and ensuring compliance with policies, directives and assignments;
• Assisting the Deputy Commissioner of OBF with the oversight of the office’s coordination with the Office of Program Development and Funding on the processing of contracts, which includes addressing any budget or contract-related issues; and
• Performing other duties and special projects as required.
