Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:

Promotional: One year of permanent non-competitive service as a Bridge Repair Mechanic, Trades Specialist (Bridge), or Bridge Repair Assistant.

Open Competitive:
Either 1. three years of experience in the construction, reconstruction, maintenance, rehabilitation, or inspection of bridges, highways, roadways, or waterways;*

Or 2. an associate’s or higher degree in construction or engineering technology AND one year of the experience as described above;*
Or 3. a diploma or certificate of completion in carpentry, masonry, welding, or construction from a post-secondary trade school, apprenticeship program, or military construction specialty school** AND one year of the experience described above.*
*Experience in construction of sewers, parking lots, and buildings will NOT be considered qualifying experience.

**NOTE: Acceptable military training may include documented completion of United States Army 14-Week Corp of Engineers “Field 12”, United States Navy Construction Force “A” and United States Navy Construction Force “C” schools “Navy Seabees”, United States Marine Corps Combat Engineers “MOS1371” school, or United States Air Force Civil Engineer Force “Prime BEEF” or “RED HORSE” training. Training schools must accompany one follow-on duty station in said field.
Important: High school BOCES or VO-TECH courses are NOT qualifying.

NOTE: All candidates must pass a pre-employment physical/medical examination* and drug test prior to beginning employment.

*Candidates who meet both of the following MAY be eligible to bypass the pre-employment physical: A valid CDL A or B AND a current (less than 2 years old) CDL Medical Certificate (form MCSA 5876) that meets specific criteria which will be discussed at the time of interview

At the time of appointment and continuously thereafter, you will be required to have a valid New York State Class A or Class B Commercial’s Driver’s License with no air brake restriction.

Appointees will be required to satisfactorily complete a “one-person plowing” certification program which the Department of Transportation will offer during the probationary period.

Note: Cannabis use is not permitted for employees in this title and assignment.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description As a Bridge Repair Supervisor 1, you will assist in the overall supervision of the skilled and unskilled workers who maintain and repair both high and low level bridges.

You will coordinate the activities of various sized work crews according to project needs and be responsible for adherence to schedules, as well as all appropriate safety requirements.

You might perform duties related to the maintenance, repair, inspection, reconstruction, rehabilitation and replacement of bridges assigned to the crew.

You will also perform the duties of a Bridge Repair Supervisor 2 in his/her absence. You will be required to perform snow and ice control activities.

Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. If awarded by an institution outside of the U.S. and its territories, you must provide independent verification of equivalency. The starting salary for this position is $62,262. This amount is comprised of the base salary of $53,262 with an additional geographic pay differential of $9,000, specific to this title and location.

Cannabis use is not permitted for employees in this title and assignment. Cannabis use will be tested for during the pre-employment screening process and may be the basis for disqualification for employment or may be a basis for removal of employment.
