Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Business Systems Analyst 3 (Health), G-25; OR current NYS employee with one year or more of permanent or contingent-permanent service in a title at or above G-23 and eligible to transfer under Section 52.6 of the Civil Service Law. Preferred Qualifications: Bachelor’s degree in related field; Strong working knowledge of business analysis techniques, software, and tools (Visio, Balsamiq, Blueprint, Tableau, etc.); Strong written and verbal communication skills with a demonstrated ability to express complex information and concepts to project sponsors, managers, technical staff, consultants/contractors and agency users; Experience with leading a team to deliver projects which meet sponsors needs; Experience working with consultants/contractors on agency projects, to implement an application to meet specific business needs; Strong facilitation skills necessary to work with individuals and groups to elicit essential information; - lead requirements sessions, background meetings, configuration sessions - help negotiate priorities - resolve conflicts among project team members, consultants and contractors; Ability to manage multiple priorities; Knowledge of Medicaid claims and data management systems
Duties Description 1. Business Analytics expectations, using various software suites, including MySQL, to better understand the use of data within individual business programs using:
a. Data modeling
b. Data visualization
c. Predictive modeling
d. Data mining
e. Trend analysis
2. Conduct business analysis activities to better understand the use of data within individual business programs by building and automation of reports which will enhance efforts at operationalization
3. Document the current, or as-is, state of the business process or function, with special attention to the data which is being derived
4. Oversee, and possibly perform, business analysis intelligence activities such as data mining to extract data for forecasting service delivery metrics, and provide management with data to make policy decisions
5. Research and elicit requirements through various techniques including, but not limited to, documentation review, conducting individual or group interviews, conducting surveys, performing job shadowing/observation, conducting user forums, data mining, forecasting, etc.
6. Document business level, stakeholder level and solution level requirements
7. Document business rules describing policies, guidelines, standards or regulations upon which the business operates, including a Requirements Traceability Matrix (RTM) to make sure each requirement is uniquely identified and tracked back to test results
8. Conduct and participate in meetings with various project participants, project sponsors and executives for assigned projects, developing test plans to ensure the system developed, enhanced, or changed meets requirements
9. Supervise, mentor, and work with direct reports to ensure their skills are being developed
10. Monitor multiple project plans for work of unit, ensuring appropriate review and approval of project deliverables across multiple areas and stakeholders, both inside and outside of our organizations
Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
