Duties Description Section Overview: The Office of Environmental Justice (OEJ) is seeking an Environmental Analyst 2. The Office of Environmental Justice works to address environmental issues and concerns that affect primarily low income and minority communities through grant opportunities, enforcement of environmental laws and regulations, consultation, guidance, and enhanced public participation.
Duties: The Environmental Analyst 2 will be engaged in the review of permits, pursuant to 6 NYCRR 487 and 19 NYCRR 900, the adequacy of solar, wind, and gas energy siting applications’ exhibits regarding Environmental Justice concerns such as the presence of disproportionate noise, odor, pollution, traffic, and other environmental impacts as a result of project development.
Review, pursuant to environmental justice related rules, policies, regulations or laws, UPA permit applications for Environmental Justice concerns such as the presence of disproportionate noise, odor, pollution, traffic, and other environmental impacts as a result of project development. Assure permits comply with environmental justice related rules, policies, regulations or laws and OEJ requirements. Liaise with Division of Environmental Permits and other staff to identify EJ concerns. Meet with permit applicants, project consultants, and general public to discuss and resolve EJ concerns.
Coordinate with other state (e.g., ORES, DPS, NYSERDA) and federal agencies (e.g., EPA) on environmental reviews. Testify regarding EJ concerns in administrative hearings as necessary. Coordinate the scheduling of meetings with EJ community groups. Aid in consultation between community groups and DEC programs. Educate community groups of the UPA permit process and energy siting process. Educate DEC staff of Environmental Justice concerns.
Serve as a point of contact for permits, related policy and guidance development. Aid in the drafting and review of regulations as necessary.
Track resolution of EJ concerns using computer database software such as Access, or Excel, Consult with other staff on updates as appropriate.
Additional duties for the OEJ Environmental Analyst will include but not be limited to:
Aid in the training of DEC staff on EJ permitting issues. Assist other staff on additional program areas as outlined by the director.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
