Provisional Qualifications:
You must be a qualified Department of Labor employee and have at least one year of permanent service as a Human Resources Specialist 1.

The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

Duties Description STANDARD DUTIES:

Personnel’s Onboarding Unit:

The incumbent will supervise, monitor, and lead staff within Personnel’s Onboarding Unit to provide assistance, advocacy, guidance and advice on human resources activities. The incumbent will perform a wide range of activities in accordance with Civil Service Law, Rules and Regulations, policies and procedures. Duties include but are not limited:

• Ensuring all new employees have been onboarded timely and received required paperwork
• Present at New Employee Orientation
• Assist new employees with required onboarding paperwork for DOL and BSC
• Assist employees with questions and concerns and do follow ups if employees have not completed required paperwork
• Coordinate with training office (Employee Development & Growth through Education) for all New Hires to attend New Employee Orientation (NEO)
• Assist and perform new hire one on one pre-meetings to go over benefits package and answer any questions prior to accepting position with DOL
• Develop procedure in coordination with other Administrative Services Offices to conduct a more streamlined onboarding process which includes ensuring new employees have appropriate office space set up and appropriate technology on first day
• Coordinate and attend job fairs
• Supply job fair results with Recruitment Unit and track metrics of staff being hired from job fair outreach
• Lead technology advancement initiatives for the Personnel Office
• Participate in other special projects as assigned.

Personnel’s Employee Services Unit (ESU):

The incumbent will supervise, monitor, and lead staff within Personnel’s Employee Services Unit (ESU) to provide assistance, advocacy, guidance and advice on human resources activities. The incumbent will perform a wide range of activities in accordance with Civil Service Law, Rules and Regulations, policies and procedures. Duties include but are not limited:

• Supervise clerical and paraprofessional staff
• Review and update Personnel procedures, policies and forms
• Supervise clerical staff with phone coverage, personal history folder management, mailbox monitoring and walk in customers
• Office Management- oversee supply orders and liaison all technology and system issues for personnel staff
• Update personnel staff on new policies, procedures, Agency updates and statewide updates.
• Create reports and analyze metrics
• Process employment verifications and Freedom of Information law (FOIL) requests, as needed.
• Manage employee recognition data
• Maintain and track Personnel information on the DOL website
• Liaison for time and attendance matters
• Oversee updates to Personnel manuals
• Serve as Personnel’s training liaison
• Serve as Personnel’s recruitment liaison by providing the hiring manager with job postings, posting results, eligible list candidates’, and nominated candidates for appointment.
• Perform audits to ensure employee transactions have been entered in all databases
• Participate in reclassifications, reallocations, earmark releases, and other classification and compensation matters.
• Participate in examination planning and development activities.
• Participate in other special projects as assigned.
• Point of contact for handling all Commission on Ethics and Lobbying in Government (COELIG) functions.
• Oversee the processing of Voluntary Reduction in Work Schedule (VRWS) requests
• Attorney and Security Guard License renewal tracking to ensure employees have the proper credentials to remain in their position
• Coordinates with the Department of Civil Service Employee Health Service Department on employee annual exams needed.•
• Collaborate with staff from program areas including the Employee Relations Office, Division of Equal Opportunity Development, and Counsel’s Office to resolve difficult and complex employee issues
