Minimum Qualifications The incumbent must have at least nine (9) years of progressively responsible experience in the system development lifecycle, enterprise architecture, and/or application architecture, including the following (which may be concurrent):
• At least two (2) years of supervisory experience in any of the areas identified above.
• At least two (2) years of experience being responsible for information system development projects, including business process improvements solutions to enhance performance and productivity.
• At least three (3) years of experience planning and managing complex IT projects, including interpreting legislation and evaluating agency policies as they apply to reporting and implementing or recommending standards to administer them.

An Associate’s degree may be substituted for two (2) years of general experience.

A Bachelor’s degree may be substituted for four (4) years of general experience.

A Master’s degree may be substituted for one (1) year of the general experience.

Duties Description Under the direction of the Project Coordinator (Functional Lead) (SG-29), the Project Assistant (System Architect) (SG-27) will be responsible for providing technical guidance, advice, and support to the Justice Court Fund Modernization project technical team. Duties include shaping new ideas, creating business technology roadmaps, developing blueprints and architecture, recommending optimum solution options, assessing technology feasibility and viability at an enterprise level, selecting vendors, driving business cases, guiding business and technology leaders, providing overall thought leadership, governance and assurance with a particular focus on one of the key enterprise architecture domains (business architecture, application architecture, information architecture, technology architecture, and security architecture). Duties include, but are not limited to:
• Analyze as-is system and future requirements to develop recommendations for the future architecture of the replacement system.
• Review architectural decisions with CIO’s Enterprise Architecture and Information Security Office to ensure compliance with standards.
• Research technical alternatives and perform technical assessments on feasibility of implementation, cost, risk, etc.
• Lead the selection and design of application solutions needed to enable the business.
• Communicate and build consensus with business and technology stakeholders on the application architecture strategy, associated reference architectures/blueprints, and roadmap.
• Present road maps for implementation based on different technology alternatives.
• Work collaboratively with OSC’s Information Security Office, Enterprise Architecture and Enterprise Application leaders to ensure recommendations fit within OSC standards.
• Assess technology trends and provide thought leadership to inform business and IT strategy with a focus on at least one of the key enterprise architecture domains (business, application, information, technology, and security architecture).
• Identify and present new technology solutions to enable business and IT strategy.
• Define future state business technology roadmaps and communicate effectively within organization to gain commitment.
• Provide technical leadership to the solution delivery process with solution architectures to drive key architecture decisions and ensure enterprise fit and sustainability.
• Develop, maintain, and enforce common conventions, standards, and technologies across the IT landscape.
• Direct consultants, vendors, and IT technical staff to ensure compliance with OSC’s system design and architecture structure and criteria.
• Prioritize project tasks and deliverables and develop timelines for completion by an agreed upon date in conjunction with the Project Director and Project Steering Committee.
• Oversee the development of procurement related documents and evaluate responses with other Project Team members and CIO Management.
• Perform the full range of supervisory responsibilities.
• Other duties and assignments as assigned.

• Demonstrated flexibility to adjust and thrive in an environment with changing requirements, schedules, and priorities for multiple projects or assignments.
• Demonstrated ability to work within and across teams and to conceptualize and communicate ideas.
• Demonstrated experience working with vendors and/or consultants.
• Ability to make recommendations and facilitate team consensus to move initiatives forward.
• Excellent interpersonal skills, including oral and written communication skills.
• Ability to work effectively with executive, technical, and non-technical staff.

Travel to Albany may be necessary for meetings. This position can be assigned to our Central Office in Albany or any of our Regional Offices.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
