Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
A bachelor's degree and four* years of professional experience in one or more of the following areas: administration of federal, state or locally funded grant programs; preparing and processing applications for disaster mitigation/recovery projects; processing requests for grant project payments and performing financial reviews required for final payment; damage assessment and identification of appropriate assistance funding programs; review of action plans or planning, organizing and coordinating disaster recovery programs involving local, state and federal agencies.
*a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 23 or above and eligible for transfer under Section 52.6 of the Civil Service Law.
Duties Description The incumbent will support the Disaster Recovery Finance Section. The duties include but may not be limited to:
• Maintain knowledge of all applicable State and Federal laws, rules and regulations relating the Recovery programs and grant administration to include Robert T. Stafford Act, 44 Code of Federal Regulation (CFR), 2 CFR, FEMA policy and guidance, Office of General Services procurement policies, Office of the State Comptroller policies, and Division of Budget policies.
• Provide guidance to DHSES Executives, the Governor’s Office, state agencies, local governments, and not-for-profit organizations on Recovery program objectives, strategies, rules, and regulations.
• Comply with all applicable federal and state laws, rules and regulations.
• Develop and implement policy and standard operating procedures, review existing procedures and make recommendations for new policy as warranted.
• Oversee daily operations and coordination of the Recovery programs financial management, transactions, and activities.
• Manage the tracking of grant awards and monitors open projects.
• Approve financial transactions including disbursements, refunds, draw down of funds, and journal transfers associated with each grant and project.
• Monitor FEMA deadlines for closeout of grants and projects.
• Assist with financial audits, responding to the Office of the Inspector General, FEMA, and State auditors as required.
• Oversight of quarterly, semi-annual and annual financial reporting to FEMA or the State if necessary.
• Development of Requests for Proposal and contracts, performs contract management, procurement reviews and vendor responsibility reviews.
• Supervise permanent, temporary and contractual staff performing all supervisory duties as required.
• Approximately 20% travel required. Possess and maintain a valid, unrestricted New York State motor vehicle operator’s license.
Work schedule may vary based on operational need.
