Duties Description Region 9 FOIL Coordinator
• Conduct daily processing of regional FOIL requests, including distributing new requests and closing completed requests by required deadlines
• If legal review of documents is needed, provide review and determine appropriate information to redact and select appropriate privilege(s); provide redacted version to requestor
• Check R9 FOIL email box associated with R9 GovQA FOIL requests
• Work with Staff to understand how they organize their documents and assist with document retrieval if needed
• As directed, implement initiatives to improve the region’s FOIL response process.
• Work with Staff to resolve issues related to procedures for processing FOIL
• Answer questions from Staff and the public regarding the FOIL process; provide training to staff as needed or assist staff in obtaining comprehensive training
Enforcement
• Ensure Compliance with Department Orders and Stipulations:
- Upon receipt of an executed consent order or stipulation, confirm that compliance schedules are entered into the Case Tracking System (CTS) along with milestones
- Periodically run CTS reports, work with programs to ensure that milestones are achieved and update RA and assigned attorneys on outstanding/past due milestones
• Serve as liaison between OGC, DLE/BECI and technical programs for investigating and developing enforcement referrals to ensure that the agency’s enforcement protocols and procedures are implemented
• Facilitate information exchange between Law Enforcement and program staff
• Provide assistance to the Division of Law Enforcement where needed, including case management and coordination with local court clerks
• Participate in docket development and review
• Review Short Form Program orders as needed
• Obtain documents and information from Staff as necessary to complete OGC files
• Assist attorneys with organizing and bates stamping exhibits for hearings
• Find, organize and bates stamp materials for responses to discovery requests
• Assist with the coordination and tracking of multi-media inspections within the region
• Assist attorneys with referral packages to the Office of the Attorney General
• Assist attorneys in drafting non-complex consent orders
• Assist attorneys with scheduling calendar calls and mediation sessions with OHMS
General
• Supervise Legal Assistant and Program Aides assigned to the Office of General Counsel.
• Participate in periodic updates to the RD/ARD and OGC/RA on the status of both FOIL requests and enforcement compliance.
• Stay current on Department initiatives that impact regional compliance and enforcement activities
• Flag priority FOIL to the RD/ARD and OGC/RA
• As directed, coordinate with other agencies and with public
• Obtain public records from County Clerks’ offices, Department of State, NYS Archives and other repositories
• Provide additional support as needed
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
