Duties Description The position of Professional Engineer 2 (Environmental) will be located in the Region 4 Schenectady office in the Division of Water and will be responsible for the following:
1. Serve as the Regional Water Engineer. Manage the Region 4 Division of Water program, including the SPDES permitting program for wastewater discharges and the SPDES general permits for stormwater discharges and CAFOs.
2. Supervise DOW program staff and oversee all DOW permitting, review of engineering plans for wastewater treatment systems, inspection and compliance and enforcement activities for purposes of achieving Regional and DOW initiatives and objectives. Provide daily oversight, clear direction and technical guidance to program staff in accordance with Regional and DOW program policies and priorities.
3. Prepare annual work plans, delegate, and assign workload fairly and effectively. Provide training and development. Identify and resolve problems and manage resources effectively.
4. Perform administrative duties with respect to time and attendance, travel, budgeting, equipment usage, performance evaluations and internal controls, and ensure program staff are in compliance with related Department and Program guidance and policies, including health & safety. Manage, maintain and secure equipment and program files consistent with Department policies and guidance.
5. Respond to general inquiries, complaints, and high-profile incidents in a timely manner. Communicate and coordinate on DOW matters, in a positive and productive manner, with internal and external parties including other DEC programs/regions and state/federal agencies, local government, regulated community, consultants, the general public and special interest groups.
6. Inform the Regional Director, Regional Engineer, and other DEC managers of program accomplishments/priorities, high-profile situations and emerging issues through timely and effective verbal and written communications.
7. Complete special tasks as assigned by the Regional Engineer or Regional Director.

Must be able to negotiate difficult terrain Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel may be required. Overnight travel may be required. Weekends and holidays may be required. Must be available for emergency response. Must be available to respond to after-hours emergencies. Telecommuting may be available, will be discussed at interview.
