Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate Accountant.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-21 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. Transfer candidates must possess 24 semester credit hours in accounting, auditing, or taxation courses for select titles.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee had one year of permanent competitive or 55-b/55-c service in an eligible title (eligible title list can be found here: https://www.cs.ny.gov/announarchive/announcements/38-958.cfm?live=false ) AND have 24 semester credit hours in accounting, auditing, or taxation courses for select titles. Provisional candidates must take the examination for Associate Accountant when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

NOTE: The Civil Service examination for this title has been announced and is scheduled for December 2, 2023. In order to be considered for a provisional appointment, you must have applied and been approved to take the Associate Accountant examination. Duties Description The New York State Education Department (NYSED) is seeking applicants to fill an Associate Accountant position in the Financial Administration Office. Duties of these positions include, but are not limited to, the following:
• Preparation of required Federal and State reports including the supporting documentation required;
• Track and analyze spending on other Federal and State programs;
• Assist with review and preparation of Federal Indirect Cost Plan;
• Prepare monthly reconciliation of SED bank accounts;
• Assist with the review and preparation of ITS Chargeback Plans and other Department Cost Allocation Plans;
• Assist with the monitoring and tracking of SED Time and Effort Allocation System;
• Assist with the processing of NYS InterAgency Payments and Billings;
• Assist with the review of annual Federal Single Audit responsibilities and annual Internal Control Certification responsibilities; and
• Represent State Education Department in meetings with NYS Statewide Financial System on changes/updates to accounting system.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a contingent-permanent or temporary provisional appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Occasional in-state travel may be required for this position. Verification of education will be required at the time of interview for all candidates.

This position leads to a maximum salary of $103,350 based on annual performance advances.
