In order to be eligible for the NCP, candidates must meet the following qualifications:

Current New York State Thruway Authority employee with one year or more of qualifying permanent service as a Professional Engineer 2 (Civil/Transportation) with a valid NYS Professional Engineer’s license.

Duties Description The incumbent will serve with the working title of “Director of Asset Management.” Under the general direction of the Chief Engineer and in close coordination with various Authority Departments and Divisions, oversees and manages the Authority’s comprehensive Asset Management systems for highways and bridges.

Duties of the Office generally include oversight, development and management of the Capital Program Management Systems for the Authority’s Highways and Bridges. Additional duties include oversight and implementation of the Authority’s Statewide Bridge Inspection program in accordance with the NYSDOT Bridge Inspection Manual and the Uniform Code of Bridge Inspection.



Asset Management Activities:



Under the general direction of the Chief Engineer, oversees development and maintenance of the Authority’s Bridge and Highway Asset Management Systems. More specifically.

Oversees the Authority’s annual Pavement Surface Distress Survey which includes coordination, collection, and reporting of pavement condition data for the entire roadway system.

Oversees the Authority’s annual Pavement Striping Retro-Reflectivity Survey which includes coordination, collection, and reporting of pavement striping retro-reflectivity data for the entire roadway system.

Uses Pavement Surface Distress Survey data to rank and prioritize work on all highway segments including development of cost estimates.

Oversees development of Long-Range plans for all Authority bridges (800+) to ensure conformity with overall rehabilitation, construction, and maintenance program objectives.

Recommends a multi-year Capital Plan for bridges and highways.

Directs as-needed research efforts.

Provides as-needed technical briefings to the Chief Engineer, Department Heads, Division Director’s and/or others regarding Asset Management Systems development, research initiatives and technical studies.

Works closely with the Authority’s IT Department in creation of new computer programs and computerized management systems to support Asset Management Systems.

Oversees the preparation of Scope Summary Memorandums/Design Recommendations for all Bridge and Highway capital projects which include performing alternatives analysis and preparation of final reports to ensure a consistent approach to implementing Authority practices and procedures.



Bridge Inspection Activities:



Oversees the Authority’s Statewide Biennial Bridge Inspection program of over 800 bridges (including the Mario M. Cuomo Bridge) as well as underwater diving inspections, and inspection of retaining walls and sign structures.

Oversees the negotiation and management of the bridge inspection consultant agreements (three agreements totaling $10M+/- over two-year cycle)

Bridge Inspection unit is responsible for the following activities: Performing required structural load-ratings to ensure bridges are safe.

Processing of all overweight vehicle permits on bridges.

Ensures Bridge safety flags are addressed timely and within required timeframes.

Ensures staff is adequately trained and maintains level of certified staff to perform and implement QA/QC program for all inspections.



Additional general duties include:



Representing the Authority at a wide variety of meetings and conferences

Frequently corresponds with local, state and/or federal officials and representatives of other organizations regarding infrastructure improvements.

Recommends policy improvements to the Chief Engineer (generally for development of or changes to Engineering and/or Maintenance Directives, etc.)

Membership in the New York State and Local Retirement System, as well as optional enrollment in the NYS Deferred Compensation Plan.
Tuition Assistance Program which reimburses 90% of tuition costs for approved courses up to 15 credit hours per year.
New York's 529 College Savings Program which provides New York families with a tax-advantaged way to save for college.
Flexible Spending Program, which allows employees to set aside pre-tax payroll deductions for eligible health care and dependent care expenses.
Employees with 20+ years of State/Authority service may receive up to an additional five days of vacation leave accruals annually.
Longevity Pay: Employees with five years of satisfactory service at or above the maximum salary of their grade will be eligible to have salary advanced to the First Longevity, 10 years of satisfactory service will advance to the Second Longevity, and 15 years of satisfactory service will advance to the Third Longevity. Longevity pay has a positive impact on retirement.
Employees are paid bi-weekly, with no lag time.
