Minimum Qualifications MINIMUM QUALIFICATIONS:

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated M-3/SG-28 or higher eligible to transfer under Section 52.6 of the Civil Service Law. Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For temporary provisional appointment, candidates must be a qualified employee of the New York State Education Department and have one year of permanent or 55b/c service as a Supervisor in Education of Children with Disabilities or two years as an Associate in Education of Children with Disabilities. Provisional candidates must take the examination for Chief of Special Education Services when it is next offered and must be reachable on the resulting eligible list to maintain employment.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for the position of Chief of Special Education Services in the Office of Special Education (OSE). The OSE works to promote educational equity and excellence for students with disabilities, oversees the implementation of federal and State laws, regulations, and policy for students with disabilities, provides general supervision and monitoring of public and private schools and the provision of services for New York State preschool and school-age students with disabilities and provides technical assistance to parents and school districts. Under the direct supervision of the Director of Special Education Services, the incumbent of this position will manage the activities of the New York City Special Education Quality Assurance (SEQA) Unit. Duties of this position include, but are not limited to, the following:

• Reinforce the Department’s vision in interactions and communications with staff and routinely articulate that vision, mission and goals to external customers and stakeholders;
• Participate in collaborative problem-solving and planning with the OSE Management team and their respective units to develop and implement cross functional, consistent, and effective work streams, support product development and build staff capacity;
• Ensure and demonstrate that the work activities of the New York City SEQA Unit staff are data driven and aligned to the Department’s strategic Individuals with Disabilities Education Act (IDEA) and Every Students Succeeds Act (ESSA) priorities;
• Ensure New York City SEQA Unit staff demonstrate a robust working knowledge of the State Performance Plan and are engaged in Department initiatives, as necessary, to ensure compliance with and improved performance consistent with the IDEA accountability requirements;
• Ensure that all New York City SEQA Unit staff implement the formal complaint resolution process in a timely, accurate, fair, and efficient manner and provide on-site, phone and written technical assistance to stakeholders in a timely, accurate manner to ensure provision of high-quality customer service;
• Ensure timely identification, monitoring and correction of noncompliance with federal and State special education laws and regulations in the New York City Department of Education, public schools, charter schools and other entities providing special education programs and services in the New York City region;
• Collaborate with the OSE Management team to ensure the effective implementation of the OSE Educational Partnership Regional Resource Planning and related activities;
• Oversee and manage OSE systems change initiatives to ensure the protection of the rights of students with disabilities and their parents;
• Ensure that staff are sensitive and responsive to parent issues and concerns, and work to promote meaningful and culturally responsive parent involvement;
• Implement ongoing programs of professional development to ensure all New York City SEQA Unit staff are equipped to provide high quality support and delivery of their position responsibilities;
• Provide coaching, direct supervision and timely evaluations of New York City SEQA Unit supervisors; and
• Complete other responsibilities as assigned by the OSE Director of Special Education Services, Assistant Commissioner, and/or Department Leadership.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or temporary provisional appointment. Provisional candidates must take the examination for Chief of Special Education Services when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position will require travel within the region and approximately 10% out of region travel.

*This position leads to a maximum salary of $151,674 based on annual performance advances.

Based on this position’s location, in addition to the listed base salary, this position also receives a $3,400 Downstate Adjustment.
