Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 2, G-25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G-23 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Candidate will demonstrate critical thinking and problem-solving skills with an emphasis on the ability to work well in a team and under time pressures. Experience working in Medicaid, healthcare, or health insurance preferred. Excellent organizational and problem solving skills. Ability to work independently and manage multiple and changing priorities in a high-volume work environment.
Duties Description The Health Program Administrator 2 will occupy a supervisory role and be directly responsible for the development, implementation, and management of newly approved/expanded Maternal and Child Health services under the direction of the Bureau Director. Newly expanded maternal and child health benefits include but are not limited to Doula services, postpartum coverage extension, community health workers, registered dietitians, early intervention services, and value based payment quality incentive programs. The HPA will perform professional administrative functions to support operation of public health insurance programs Duties will include:
- Drafts, reviews, and updates training and guidance documents, provider manuals, provider standards of care
- Responds to providers questions related to new benefit coverage
- Performs research and analysis functions to improve New York State’s Medicaid program, including the role out of newly covered services
- Drafts reports, policies, and procedures for internal and external review and distribution; responds to routine information requests from providers, insurance plans, and other groups
- Analyzes state and federal legislation related to health insurance programs, and reviews for impact on existing program operations; provides technical assistance to various groups on regulatory changes and impacts on program operations
- Drafts State Plan Amendments, Directed Payment Templates, of Federal Waiver Requests
- Supervises other professional staff
Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
