qualifications for this position, which are:
Real Estate Specialist Trainee 1:
A bachelor's or higher degree.
Real Estate Specialist Trainee 2:
A bachelor’s degree and one year of professional real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations; or writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land
acquisition agencies, utility companies, or Not for Profit conservation organizations.
Real Estate Specialist 1:
A bachelor’s degree and one year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property; and either one year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, or writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations; or one year of professional real estate experience related to real property appraisal, title
searching, survey work determining property lines, negotiation of leases, and the sale of real property, and a New York State General Real Estate Appraiser License; or one year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property, and a New York State Land Surveyor Licensure; or one year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions,
mortgage organizations, or other financial organizations, or writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not
for Profit conservation organizations, and a Certified Commercial Investment Member designation; or one year of professional experience appraising real property real estate experience appraising real property including
writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, or writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations and a New York State Residential Real Estate Appraisal License.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate
Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Duties Description Real Estate Specialist 1 may be filled through a two-year traineeship, beginning as a Real Estate Specialist Trainee 1 equivalent to Salary Grade (SG) 13. The traineeship leading to a Real Estate Specialist 1 provides the opportunity to learn in depth Real Estate Appraisal, Acquisition and Negotiation procedures and Property Management as it relates to the NYS Eminent Domain Procedure Law and Federal Uniform Relocation Assistance and Real Property Acquisition Policies Act. After completion of one year of satisfactory service as Real Estate Specialist Trainee 1, appointee will advance to a Real Estate Specialist Trainee 2, equivalent to SG- 14, and after one year of satisfactory service as a Real Estate Specialist Trainee 2 and successful completion of the traineeship program requirements, appointee will advance to the journey level Real Estate Specialist 1 (SG-18).
A Real Estate Specialist 1 works in a Right of Way Office under the direction of a Real Estate Specialist 2. Duties involve determining the value of properties to be appropriated for public use, management of such properties, negotiating financial settlements with affected parties, relocating impacted residential and commercial occupants, and administering outdoor advertising control regulations. The duties of this position may require considerable travel and field work within Region 8, and may require travel and field work for assignments outside of the Region. At the time of appointment and continuously thereafter, possession of a valid license to operate a motor vehicle in New York State is required or the ability to meet the travel requirement of the position must otherwise be demonstrated. The potential for inter-regional resource sharing and the provision of services is a factor that applicants should recognize.
Additional Comments *For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
