Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health Employee with one year or more of permanent or contingent permanent, competitive service as a Health Systems Specialist 3 (EMC) OR current NYS employee in a position allocated to a G21 or higher and eligible for transfer under section 52.6 of the Civil Service Law.

Preferred Qualifications: Three years of experience in a health-related program with responsibilities for surveillance and/or licensing; Strong leadership skills and ability to manage and motivate a team; Strong understanding of medical operations and healthcare regulations and ability to develop and implement policies and procedures; Ability to work with large data sets; Familiarity with health planning, mapping, demographics, health care utilization data and the regulatory process.

Excellent leadership, supervisory and interpersonal skills, written and verbal communication skills, and organizational and time management skills; Ability to work under pressure in a fast-paced environment, manage multiple tasks and prioritize responsibilities effectively; Strong customer service skills, analytical and problem-solving skills, and ability to make sound judgment decisions and handle sensitive and confidential information with discretion; Ability to work collaboratively with other departments and agencies; Proficiency in Microsoft Office and other relevant software.

Duties Description Under the general direction of the Licensure Branch Chief, this position is responsible for overseeing the licensing and certification of nearly 2,000 emergency medical services agencies licensed by the Department and a variety of tasks related to the administration and operation of that program.

This position is responsible for supervising and providing guidance to a team of paraprofessional and/or support staff coordinating the Certificate of Need (CON) and licensing program for new ambulance and advanced life support first response services seeking to operate in New York State; reviewing and processing ambulance and advanced life support service operating certificate renewals; reviewing and approval of basic life support first response service certificates, and coordinating with the Bureau of Narcotics Enforcement for EMS agency narcotics licensing applications.

Additional Comments All Division of Emergency Medical Systems staff may be required to perform regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (day to weeks), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This position requires travel including to areas that may not be serviced by public transportation.
