As this position requires travel, the appointee must have a valid license to operate a motor vehicle in New York State and have a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the position.

52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Human Resources Specialist 2 Labor Relations. If 3 or fewer qualified Department of Labor Human Resources Specialist 2 Labor Relations respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Human Resources Specialist 3 without further examination.

52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 23 or higher determined to be administrative by Civil Service.

Provisional Qualifications:
Either A. Human Resources Specialist 2 (Labor Relations);
Or B. Human Resources Specialist 2.
Only the title or titles listed are qualifying.
If you were permanently appointed to a qualifying title on or before September 7, 2023, and have served continuously in this title since that date, you are eligible to file for this examination. The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

Duties Description STANDARD DUTIES:
Under the direction of the Associate Director Human Resources 3 2 Labor Relations, the Human Resources Specialist 3 Labor Relations will:
•Oversee day to day implementation of the agency’s disciplinary process
•Handle the most complex and difficult contract and non-contract grievances
•Investigate complex disciplinary matters including the preparation of disciplinary charges and representing the Department at arbitration hearings
•Provides advice and consultation to supervisors and managers to ensure proper interpretation and administration of contract provisions and avoid misunderstandings that may lead to employee dissatisfaction and grievances.
•Assesses employee relations training needs; and develops training materials and curricula regarding employee relations, collective bargaining, contract administration, and employee discipline.
•Establish effective working relationships with unions to help resolve sensitive or complex issues
•Supervise subordinate staff and ensure cases have been well documented and in appropriate format for Associate Director’s review
•May assist the NYS Office of Employee Relations staff in presenting the State’s case at improper practice hearings before the Public Employment Relations Board.
•Acts as liaison with legal office on issues involving employee relations activity, including litigation involving disciplinary action or grievance determinations, and Equal Employment Opportunity Commission and Division of Human Rights complaints.
•Provides expert advice and assistance to program managers and supervisors in disciplinary matters as required.
•Work on special projects and assignments as assigned
