You must be a qualified employee of the New York State Department of Environmental Conservation or the Office of Parks, Recreation and Historic Preservation and have had one year of permanent competitive or 55-b/55-c service as:
Either A. Real Estate Specialist 2 (Conservation);
Or B. Senior Land Surveyor.
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Eligible for transfer under Section 52.6: Must have current or prior permanent service in a title designated as 52.6 and within two salary grades of this position. Determination of titles that are 52.6 eligible can be found on the Department of Civil Service website, search “GOT-IT” or

Duties Description The incumbent will have overall responsibility for the Region 5 Real Property Services Unit. Supervise and direct subordinate real estate staff assigned to Region 5.
- Supervise, train and monitor all real property staff regarding appraisals, negotiations of leases and acquisition of properties.
- Prepare and/or review more complicated appraisals and resolve issues and problems associated with development of appraisal and lease negotiations.
- Supervise and manage survey staff in the Region to achieve regional priorities.
- Establish and maintain the administrative procedures for professional and clerical staff in all matters pertaining to acquisition and leasing of properties.
- Provide guidance and technical direction to subordinate and other agency staff regarding policies, procedures, laws, rules and regulations related to agency real estate operations.
- Review and approve property acquisitions, assessment, dispositions, or other program actions having legal implications and/or involving large dollar values.
- Develop and implement operational policies, procedures, guidelines, and directives regarding real estate program operation.
- Provide real estate policy and technical advice to regional management staff regarding real estate program operations and legal limitations and requirements.
- Ensure that the work performed by contract staff in areas such as appraisals, assessments, and surveys is technically accurate, market appropriate, and in conformance with agency and State rules, regulations, and policies by personally reviewing reports, assessments and other information submitted by contract staff or by supervising subordinate staff assigned to review such documentation.
- Oversees or personally conducts settlement meetings and other meetings regarding in terms and conditions of sales and acquisitions.
- Assist in or oversee public hearings and other public information sessions held in relation to real estate actions supporting agency operations.
- Represent the agency or program by serving as a technical expert in legal proceedings involving the Court of Claims.
- Complete miscellaneous tasks that may be assigned by the supervisor to fulfill the needs of the Division of Lands and Forests or Region 5.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Overnight travel may be required. Weekends and holidays may be required. Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
