Minimum Qualifications Transfer: Open to NYS employees with one year of permanent, contingent permanent, or 55b/c service as a Supervising Administrative Analyst, SG-25; OR who are in a title SG-23 or above and deemed administrative under Section 52.6 of the Civil Service Law; OR in a title approved for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades.

Reinstatement: If you previously served in this title or in a title otherwise transferable to this title, you may be reinstated pursuant to Civil Service Law. If you left state service less than one year ago, there reinstatement request from a state agency will usually be approved by the Department of Civil Service. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Duties Description Under the direction of the Project Coordinator, the Supervising Administrative Analyst will directly manage the TDS unit within the Division of Finance, Accounts Receivable.

The functions and responsibilities of the units include but are not limited to:

• Participating in the rate development process and reviewing cost allocation methodologies.
• Analyze Enterprise and Portfolio organizational structure to ensure the TDS codes are appropriately supporting the rate development and reconciliation effort.
• Oversee audit and reconciliation of TDS Billable and Non-Billable data for the Rate Development team.
• Analyze the TDS data and provide relevant reports to ITS Executives and DOB on billing trends relating to rates, cost recoveries and federal reimbursement for rated services.
• Provide ad hoc TDS reports to various program areas.
• Review and Reconcile TDS Billable and Non-Billable data analysis for Rate development team.
• Develop guidance and provide training to ITS employees and contractors relating to TDS organization and procedures.
• Respond to customer inquiries regarding all TDS matters as well as rate development questions.
• Complete special projects and assignments within the established time frame and in accordance with the directions provided by the supervisor.
• Prepare draft correspondence, presentations and reports that are needed to support all unit related tasks.
• Maintain up-to-date desk procedures for all unit related tasks.
• Consistently monitor assignments and keep supervisor informed of progress and after attempting resolution on own, meet with supervisor to resolve potential problems.
• Perform the full range of supervisory responsibilities.
