Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in an Environmental Analyst position allocated to a Grade 23 or above and eligible for transfer under Section 70.1 of the Civil Service Law.

Provisional Pending Examination:
Candidates must have one-year of permanent competitive or 55b/c services as an Environmental Specialist 1, SG18, or Landscape Architect, SG-20.

Duties Description The incumbent will report to Disaster Recovery Hazard Mitigation Unit. Duties include but are not limited to:
• Maintain knowledge of applicable State and Federal laws, rules, and regulations relating to mitigation projects and planning HMA programs and sharing with staff and stakeholders.
• Assist the preparation of sub application packages, ranking tools, and other materials to support the administration of hazard mitigation grant programs.
• Review sub applicant and project eligibility and provide determination and environmental support materials for project development.
• Oversee the review of sub applications to ensure all FEMA environmental program eligibility requirements are met for sub application submission for potential funding.
• Research current recovery concepts, current program guidance, and administration functions and provide to staff, local, regional, and State entities.
• Coordinate with local, state, and federal agencies to ensure regulatory permitting and floodplain management procedures are integrated into existing HMA procedures (including NYSDEC, SHPO, EPA, NYSDOT and NYSDOS).
• Maintain communication and visibility on policies and regulations related to climate change through coordination with NYSDEC, NYSERDA, and other agencies as needed.
• Conduct outreach to local, State, and Federal stakeholders.
• Develop materials to support integration of environmental considerations into hazard mitigation planning and project implementation.
• Assist the production and delivery of presentations, briefings, and webinars to all eligible mitigation sub applicants throughout the State regarding Climate Change and Environmental resiliency.
• Contribute comprehensive written and verbal special reports and analyses for DHSES and State leadership.
• Participate in site inspections with technical staff and sub applicants.
• Assist the research, development, and implementation of adherence to the FEMA’s new Justice40 initiative.
• Develop and deliver training and presentations on Recovery programs in a wide variety of national or regional professional forums to peers, elected officials, and local and non-profit organizations.
• Support and staff active Disaster Assistance Centers and Federal/State Joint Field Offices and serve as a lead State Recovery program representative or in other leadership roles during active disasters.
• Perform other duties and special projects as required.
• Perform the full range of supervisory responsibilities.
• Travel may be required (approximately 10%), including during evening and weekends, depending on assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
