Contract Management Specialist Trainee 1: Candidates must possess a Bachelor’s degree or higher.

Contract Management Specialist Trainee 2: Bachelor’s or higher degree AND one year of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.

Duties Description The Office of Mental Health (OMH) is recruiting for a Contract Management Specialist 1, Grade 18, position within the Office of Financial Management, Bureau of Procurement Enterprise Services. The Bureau of Procurement Enterprise Services (BPES) provides contract management and procurement services to 24 facilities, OMH Central Office, OMH Cook Chill Production Center, and OMH Capital Operations.

The incumbent will be responsible for the statewide administration of a wide variety of procurement-related functions in BPES Contracts unit or Purchasing unit.

Specific duties to be performed may include, but are not limited to, the following:

• Assisting in the development of bid documents and administering the solicitation and evaluation processes;

• Conduct Requests for Proposals, Invitation for Bids, and Requests for Quotes to obtain goods and services;

• Reviewing/monitoring and tracking assigned workload by using internal databases, project management tools, and SharePoint records as required;

• Performing a variety of functions related to contract management;

• Assisting with special assignments and projects related;

• Purchase goods and services using appropriate procurement methodologies;

• Conduct analysis for establishing Minority and Women-owned Business Enterprise (MWBE) and Service-disabled Veteran Business Enterprise (SDVOB) goals for contract and purchases;

• Analyze data and prepare reports for internal and external stakeholders;

• Utilize the Statewide Financial System (SFS) for contract and purchase transactions;

• Other duties as assigned.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The starting salaries for this position are outlined below. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.

• $52,198 (Trainee 2- NS equated to SG-14)
• $65,001 (Full Performance level SG-18)
