Minimum Qualifications Transfer:

Open-Competitive: a bachelor’s degree or higher and eight years of experience in the development or enforcement of environmental laws, regulations, policy, education, and planning for one or more of the following areas: air, land, water or environmental remediation; habitat management and restoration; species management and propagation; land use regulation, public space acquisition, public property management; mining; or mined land reclamation. Three years of this experience must include responsibility for the supervision of employees including administering employee evaluations and review of programs; preparing and implementing annual budgets and work plans; and managing allocated fiscal resources.

PREFERRED QUALIFICATIONS:

In addition to the minimum qualifications, the preferred qualifications include substantial experience in environmental regulation, compliance or law; technical or scientific education, training, experience or aptitude; demonstrable achievement in the management of programs; experience in collaborating with multiple organizations; a strong commitment to environmental protection; and the ability to successfully motivate staff and to collaborate successfully with supervisors and with those in comparable positions, both inside and outside the organization.

Preference may be given to candidates with experience directly related to the use of practical and reasonable methods of preventing and controlling air pollution, and the formulation of policy relative to the Department’s responsibilities for statewide air quality management.


Duties Description DUTIES DESCRIPTION:

The Division of Air Resources (DAR) is responsible for improving and maintaining the air quality throughout the State. It regulates the emission of air pollutants from diverse sources, from consumer products and motor vehicles to power plants and industrial facilities. Nine regional offices are responsible for permitting and enforcement; the Albany central office is responsible for regulatory development, air quality monitoring, planning, program implementation and support, and research efforts. DAR coordinates program activities with other Department of Environmental Conservation (DEC) divisions and offices, in particular the Office of Climate Change, and other state agencies and authorities; especially those with energy, climate or transportation responsibilities. Recognizing that air quality is both a regional and local problem, DAR works closely with the USEPA and agencies from other states, as well as local and tribal governments within the State. It collaborates with academic institutions on various air pollution research projects and is actively involved with national and regional air pollution/air quality management associations.

Under the general direction of the Director of the Division of Air Resources, the Assistant Environmental Program Director will work side-by-side with the current Assistant Environmental Program Director to manage the day-to-day activities of the Division, including the determination of program goals, objectives and policies, and administrative supervision of program resources and professional staff. The Assistant Environmental Program Director will assist in developing and delivering a technically sound program for regulation and management of air pollution control activities by directing comprehensive studies to determine the most feasible regulatory or management measures for various air pollution problems; reviewing proposed solutions for appropriateness and serving as the source of technical leadership, information and advice. They will participate in policy development and establishment of air program goals and priorities, coordinating all aspects of program development and implementation and monitoring progress toward established goals and objectives. They will represent the Division or Department on air pollution matters of an interstate and statewide nature, interacting with various federal, municipal and state agencies, associations and outside environmental organizations to promote communication and support for air program goals, and serve as liaison with other agency programs to provide a coordinated agency resolution to multi-media issues.
The Assistant Environmental Program Director must be capable of assisting in the planning and direction of the Division of Air Resources. The Division is comprised of approximately 200 staff located in six bureaus in Albany and nine regional offices.

The Assistant Director must be capable of providing high level advice on technical and program issues, advising the Director on the formulation of policy relative to the Department's responsibilities for statewide air quality management, and advising the Director on the Division's participation in interstate and national air quality management issues.

The Assistant Director must be capable of managing the Division's fiscal and personnel resources and making major decisions.

The Assistant Director must be capable of working with all levels of government and outside organizations and associations.

Must have top level managerial and leadership skills.
