Minimum Qualifications Six years of experience* in a cannabis, industrial hemp, medical marijuana, agricultural, environmental, public health, public safety, or economic development analyst position where primary responsibilities were policy or programmatic quality assurance, regulatory compliance, and/or communications.
*Substitution: Bachelor’s degree in economics, finance, agriculture science, horticulture, plant sciences, data analytics, urban studies, communications, public health, public safety, or a related field may substitute for four years of the non-supervisory experience. Master’s degree in the same fields as Bachelor’s may substitute for an additional year of the non-supervisory experience.
Duties Description The incumbent of this position will be working in the Enforcement Unit reporting directly to the Program Analyst 2. This role will work closely with the Licensing and Regulatory Compliance units, as well as other Internal OCM units and outside governmental agencies to identify any violations or suspicious activity of cannabis operators.
Duties include, but are not limited to:
• Review laws, rules and regulations related to cannabis in NYS and assists in determining proper implementation.
• Review and analyze data, to include financial documents, of both licensed and unlicensed cannabis business operators and be proficient in detecting indicators of financial irregularities or inconsistencies with records.
• Conduct site visits and/or inspections of licensees to complete on-site audits of licensee books and records.
• Possess the skill set to create reports on demand to guide and assist activities of the Enforcement Unit, or After-Action Reports to document the history of the Enforcement Unit's activities.
• Assist with development and review of applications from entities who wish to obtain licensure or registration to become licensed or registered to engage in cannabis activity.
• Draft written communications on behalf of the Enforcement Unit, including but not limited to: evidence for administrative hearings, cease and desist letters, etc.
• Provide verbal and written communications to internal and external stakeholders to ensure compliance with the Program.
• Utilize Department systems to monitor compliance and analyze data.
• Conduct research and make recommendations for enhancements to the program based upon data analysis.
• Possess computer skills to include word processing and spreadsheet proficiency, and in-depth experience with computerized case management systems and written and graphic presentations for use in court proceedings.
• Ability to work discreetly with sensitive, confidential information.
• Work collaboratively with other divisions within the Office of Cannabis Management, as well as state and local law enforcement agencies, and if appropriate, federal law enforcement agencies.
• Testify in proceedings regarding work product completed as part of investigations.
• Assist investigative staff as needed.
