Minimum Qualifications Permanent Transfer Candidate: Current NYS employee with one year of permanent or contingent-permanent, competitive, service as a Health Care Surveyor 2, G20.

Non-Competitive: possession of a license and current registration as a registered professional nurse in New York State; and two years of post-licensure, specialized professional administrative or professional clinical experience.

Substitution: a bachelor's degree in nursing may substitute for one year of post-licensure clinical nursing experience; and a master's degree in nursing may substitute for two years of post-licensure clinical nursing experience.

Preferred Qualifications: Preferred Qualifications: Ability to actively participate on an
interdisciplinary team, accept constructive criticism, and display constant
professionalism as a representative of the Department; excellent interview, observational , and writing skills, and an ability to translate collected information into legally defensible reports; and experience with the aged and aging population, especially in the provision of direct patient care as a clinical professional; and flexibility and dedication. Experience in home care is preferred, but not necessary.

Duties Description The Health Care Surveyor 2 will be responsible for the surveillance and regulation of home health care providers to ensure that care provided meets standards of practice and complies with State and Federal statutes and regulations. The Health Care Surveyor 2 will perform quality assurance review, conduct surveys or complaint investigations of home care providers, or investigate complaints of alleged misconduct on the part of the professional health care providers.

Activities may include: reviewing quality assurance efforts; functioning independently or serving as a member of a survey or investigative team; investigating patient complaints and other complaints concerning home care providers, individuals and health care professionals including conducting interviews of patients, family members and health care professionals.

In addition, the Health Care Surveyor 2 would be expected to write clear and concise reports using agency software; utilize computer systems to evaluate medical data; and identify patterns of questionable practice.

Additional Comments Posted Salary range includes the statutory hiring rate at step 4 and job rate for PS&T Grade 20 ($81,720 - $91,381) and an additional Geographic Pay Differential of $35,000 and $3,400 downstate adjustment.

This position requires travel, including to locations that may not be serviced by public transportation.
