Minimum Qualifications Formal Qualifications

• Bachelor’s degree in computer science, information systems, public administration or business administration with an IT focus, or related field.

• Ten (10) years of progressively responsible experience in information technology with at least 4 years of proven success in leading and managing an enterprise-wide technology operation, including strategic planning, business continuity, resilience & disaster recovery planning, and personnel management.

• A Master’s degree in Information Technology, MBA or MPA may substitute for years of experience, as determined by the Corporation, or an equivalent combination of education and experience sufficient to perform the duties of the position as determined by the Corporation.

• Excellent analytical, technical, organizational, interpersonal, and communication skills.

• Proficient in communicating and presenting at all levels, including executive staff, Board of Directors, and corporate-wide.

• Ability to develop strategic initiatives and oversee the development of long-term plans and proposals to support business objectives.

• Proven track record of expertise in a broad range of information technologies including large scale information systems implementations, network security architecture and modeling, network operating systems, and Internet structure and development.

• Ability to coordinate and integrate viewpoints from multiple stakeholders in order to make a recommendation for an optimal IT solution.


Preferred Qualifications

• Experience supporting a diverse IT department spanning a wide range of technologies, including Software as a Service offerings, virtualization technology, remote access with MFA, malware prevention and detection measures, firewalls, MS Windows, and MS Office.

• Work experience with financial and accounting systems, and a working knowledge in the areas of banking and municipal bonds.

• Experience employing best practice change management approaches to transform an organization’s processes and/or technologies.

Duties Description Position Description

The Director of Information Technology (IT) will set the technology vision and strategic information technology priorities for the Corporation. The Director of IT will be responsible for managing the Information Technology Unit in the implementation and integration of new computer systems, procurement of all hardware and software, network and technical support, cybersecurity controls, and will provide guidance and counsel on technology initiatives. Additionally, the Director of IT will guide the project management and application development teams in the design and implementation of new applications to support the Corporation’s administration of the clean water and drinking water state revolving funds, as well as other grant programs administered by EFC, and will serve as the primary liaison to New York State’s Office of Information Technology Services.

Essential Duties

Strategic Leadership

• Advise executive leadership on IT strategies, risk mitigation, and issue resolution.

• Provide leadership that will drive innovation, creative thinking, and successful partnerships with EFC divisions and vendors.

• Prepare a strategic IT business plan that aligns with the mission, objectives, and strategic vision of the Corporation.

• Evaluate and make recommendations on improving the Corporation’s IT core competencies/process maturity and project/services portfolio.

• Set policies, standards, and procedures for all areas of IT operation.

• Determine strategies to enhance system security, system architecture, and disaster recovery to maintain continuity of business operations.

• Plan and direct the research, analysis, development, and implementation of appropriate system development strategies and technologies to meet short-term and long-range corporate needs.

• Implement change management controls in an efficient manner to help maintain stability.

IT Governance

• Establish and maintain IT governance frameworks, policies, and procedures to ensure effective decision-making, risk management, and compliance with relevant regulations and standards.

• Lead the Corporate-wide IT governance meetings and make final decisions about change requests that will be approved and implemented.

Team Management

• Manage a staff of application developers, system administrators and network support staff, and make staffing and resource recommendations as necessary.

• Provide guidance, mentorship, and opportunities for professional development to all IT staff.

Application Development Oversight

• Provide strategic direction and leadership to the application development team.

• Regularly update senior leadership on the application development roadmap to ensure alignment with organizational goals.

• Collaborate with business stakeholders and senior developers to design scalable and efficient software solutions.

• Lead project implementation of agreed upon solutions and new systems, providing input on acquiring new technology where appropriate.


Teleconferencing

• Collaborate with AV service providers to design, install, and support audio, video, and control systems.

• Manage AV requirements for company events and conferences and ensure AV systems integrate smoothly with the existing IT infrastructure.

Cyber Security

• Collaborate with business leaders to develop and maintain effective DR strategies.

• Review, enhance, and administer policies and procedures governing EFC’s information technology and information systems.

• Regularly test and validate DR plans to ensure readiness.

• Prepare yearly cybersecurity reports and responses to requests from outside control agencies as necessary.

• Engage with technology vendors to evaluate solutions and stay informed about industry trends.
