Minimum Qualifications To be eligible for appointment, candidates must be reachable on the OMIG promotional list for Medicaid Integrity Specialist 2, OR be a current New York State employee with one year of permanent or contingent-permanent service in a title deemed eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.


PREFERRED QUALIFICATIONS:

Excellent verbal and written communications skills. Must be detailed oriented. Proficient in Microsoft Office Suite and have ability to learn new data systems. Candidates should be able to demonstrate knowledge and understanding of NYS Medicaid Compliance Program rules and regulations, specifically 18 NYCRR Part 521.

Duties Description NYS requires certain Medicaid providers to adopt, implement, and maintain an effective compliance program which satisfies the requirements of Social Services Law § 363-d and 18 NYCRR Part 521. BOC’s mission is to educate, assist, and assess such providers in meeting their obligation to establish, maintain, and operate effective compliance programs by monitoring and enforcing compliance program requirements. Duties include, but are not limited to:

• Supervising compliance program reviews (CPRs) within approved guidelines
o Delegating tasks with clear responsibilities and holding staff accountable.
o Assigning work for optimal use of existing staff abilities.
o Providing guidance to review staff as the progress through the review process.
o Working with review staff to improve work product consistency and timeliness.
o Setting clear objectives and overall direction for program responsibilities.
o Reviewing CPR reports for accuracy and completeness.
o Attending CPR hearings as required.
• Supervising compliance program review staff, including:
o Maintaining internal controls to provide reasonable assurance of organization integrity.
o Managing the employee probation/evaluation process.
o Providing constructive feedback on performance.
o Setting a good example for others through statements and actions.
o Demonstrating active supervision of staff including monitoring for completion of assignments in a timely manner.
o Communicating whether additional resources are required and any related concerns.
o Preparing and conducting staff training and orientation in agency and bureau policies, procedures, and internal controls.
• Responding to compliance-related telephone calls, emails, and letters received (including dedicated bureau telephone and email accounts.)
• Providing objective and constructive guidance and assistance to providers in a collaborative manner that is consistent with bureau policy, procedure, and direction.
• Working in coordination with other bureau staff.
• Other duties as assigned.
