Minimum Qualifications Permanent Transfer Candidate: Current NYS employee with one year of permanent or contingent-permanent, competitive, service as a Health Care Surveyor 2, G20.
Non-Competitive: possession of a license and current registration as a registered professional nurse in New York State; and two years of post-licensure, specialized professional administrative or professional clinical experience.
Substitution: a bachelor's degree in nursing may substitute for one year of post-licensure clinical nursing experience; and a master's degree in nursing may substitute for two years of post-licensure clinical nursing experience.
Preferred Qualifications: Home Care/Hospice nursing experience. Must have strong clinical knowledge; interpersonal, problem solving, decision-making and time management skills; work well independently and as part of a team and have the ability to communicate effectively with all internal and external stakeholders. In addition, the ideal candidate must have excellent writing and editing skills and be able to effectively interpret regulations governing Home and Community Based Services.
Duties Description As a member of the Division’s CNYRO surveillance team, the HCS2 will:
- Provide oversight of licensed home care services agencies, certified home health agencies, hospices and home health aide training program
- Work both independently and within a team to provides oversight of licensed home care services agencies, certified home health agencies, hospices, and home health aide training programs.
- Ensure that care provided meets standards of practice and complies with State and Federal statutes and regulations.
- Participate in informal appears processes during disputes and participate in the Division’s Quality Assurance and Process Improvement committee to identify efficiencies and opportunities for improvement in the survey and enforcement process.
Additional Comments Frequent travel, including overnights and travel to areas that may not be served by public transportation is required.
Posted Salary range includes the statutory hiring rate at step 4 and job rate for PS&T Grade 20 ($81,720 - $91,381) and an additional Geographic Pay Differential of $20,000.
Non-competitive appointment via the HELP Program.
This position requires travel, including to locations that may not be serviced by public transportation.
