Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Either 1. five years of qualifying emergency management experience as listed below*;
Or 2. a specialized bachelor’s degree or higher as listed below** AND one year of qualifying emergency management experience as listed below *;
Or 3. a specialized associate degree as listed below** AND three years of qualifying emergency management experience as listed below.


*Qualifying emergency management experience must include one or more of the following:
• coordinating and implementating emergency management and disaster preparedness programs;
• preparation or modification of disaster plans;
• prepararing, modifying, and presentating of disaster educational training and/or exercises;
• gathering and analyzing information to produce briefings or reports or to make timely and effective incident response decisions;
• representing an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System;
• managing or supervising logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.

**Specialized Degree Areas: Atmospheric Science, Business Continuity, Business Organizational Security Management, Criminal Intelligence Analysis, Criminal Investigations, Criminal Justice, Crisis, Critical Infrastructure, Cyber Security, Digital Forensics, Disaster or Emergency Management, Disaster Resilience, Disaster Science, Emergency Preparedness, Emergency or Public Safety Services, Emergency and/or Risk Management, Fire and Emergency Services, Geography, Homeland Security, Informatics, Meteorology, National Security, Political Science, Public Administration, Security Studies, System Safety and Security, or Urban or Regional Planning.




Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR Current New York State employee with one year or more of qualifying permanent service as a Fire Protection Specialist 1 and eligible for transfer under Section 70.1 of the Civil Service Law.

Duties Description The incumbent will report to the Office of Emergency Management Planning Section. Duties will include but are not limited to:
• Assist in providing technical planning assistance to state and local agencies in the development of a wide variety of emergency response plans.
• Assist with the development of policies and procedures for Headquarter Operations.
• Assist in developing, maintaining, and updating the State Comprehensive Emergency Management Plan (CEMP) and support documents.
• Review and comment on emergency plans, as appropriate.
• Develop, review, and implement state-level emergency operational procedures, plans and communications.
• Coordinate and collaborate with public and private sector stakeholders and other organizations that can support the State’s disaster planning and preparedness efforts.
• Assist in conducting hazard analysis workshops, risk assessments and using applicable data to support emergency plan development.
• Conduct and/or facilitate the delivery of emergency management related training, both locally and regionally across the State.
• Attend and/or facilitate planning meetings, conference calls and provide support in the delivery of exercises to test the effectiveness of emergency plans.
• Support program efforts for section initiatives and projects, including continuity of operations planning, accreditation efforts, and developing planning guidance.
• Complete administrative paperwork as related to program issues.
• Obtain program-specific and National Incident Management System training to enhance existing skills.
• Identify and establish administrative priorities within assigned programs.
• Perform the full range of supervisory responsibilities.
• Perform other duties and special projects as required.

NOTE:
• Travel may be required (approximately 40%), including during evening and weekends, depending on assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.


NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.

Additional Comments ***There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
