Transfer Opportunity: Current NYS Department of Health (DOH) employee with one or more years of permanent or contingent-permanent service as a Public Health Program Nurse, Grade 24, OR current New York State employee with one of more of permanent or contingent permanent service in a title eligible to transfer, via 70.1 or 70.4 to a Public Health Program Nurse, Grade 24.

Preferred Qualifications: The preferred candidate will have experience and training in birth defects; supervising or managing staff; working on a research study and/or a surveillance system/health registry; medical record abstraction; and be familiar with medical codes. They will also have experience using Microsoft Office Suite, including Excel and Access. Oral presentations skills; oral and written communication skills; and the ability to pay attention to detail is preferred.

Duties Description The Public Health Program Nurse will be responsible for providing clinical support for birth defects surveillance and research activities on a team of epidemiologists, data scientists, and abstractors at the New York State Birth Defects Registry. The incumbent will provide clinical expertise and technical assistance on birth defects and adverse pregnancy outcomes ascertainment and classification. They will provide guidance for data collection from multiple medical record sources. The incumbent will also supervise and train local and regional staff reviewing birth defects and adverse pregnancy outcomes cases and abstracting medical records. They will educate healthcare facility staff and providers about birth defects and adverse birth outcomes reporting and the public about birth defects. This person will also provide medical guidance to the New York State Occupational Health Clinic Network.

Additional Comments Full-time, permanent, competitive or non competitive appointment. Occasional travel throughout New York State to areas not served by public transportation may be required (10%). Transfer candidates may be asked for their social security number to verify eligibility.

Maintaining registered professional nurse licensure is a condition of continued employment for this position. The posted salary range includes an Increased Hiring Rate at Step 4 of the Grade 24 Professional, Scientific, and Technical (PS&T) salary schedule, and a $20,000 Geographic Pay Differential.
