Minimum Qualifications Eleven years of professional experience, of which two years must have included managerial responsibility for a major health-related program, or a major administrative function for a large health-related organization.

A bachelor’s degree may substitute for four years of the professional experience described above.

Preferred Qualifications: Demonstrated knowledge of the System Development Lifecycle and best practice tools and templates; Demonstrated knowledge of healthcare claiming and billing systems; Demonstrated knowledge of CMS regulations and frameworks; Demonstrated knowledge and understanding of the underlying technologies and applications utilized to oversee the design, development, testing and implementation of new features and functionalities. Stays abreast of industry best practices for innovation purposes; Holds a Project Management Professional (PMP) Certification

Duties Description Manage all functions, operations and staff of the eMedNY program; Provide direct oversight and direction of the Enterprise Project Management office; Work to ensure tools and templates needed to ensure a proper assessment has been conducted on all change requests to ensure the proposed solution meets the standards; Direct the development of the System Development Lifecycle process, tools and templates needed to ensure the proper assessment has been conducted on change requests to ensure the proposed solution meets the standards; Facilitate meetings and discussions with OHIP business and other stakeholders; Oversee the development of protocols to support industry and CMS standards (MITA); Ensure resources are accurately allocated in line with plans and maintain the teams’ effectiveness and efficiency by defining, delivering, and supporting strategic plans for implementing work in each area; Provide guidance and oversight on issues and risks that arise within the bureau; Understand short-and long-term goals and objectives and recommend data solutions and services as well as be a collaborative participant in solution refining discussions; Work collaboratively with the Enterprise Architect to ensure solutions proposed by the vendor adhere to the strategic direction of the Division of Operations and Systems; Mentor staff through open communication, recommending training and development opportunities and utilizing performance management processes; must build and maintain employee morale and motivation; and must ensure the team is appropriately staffed with required competencies.

Additional Comments *For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
