Minimum Qualifications Education Level required: bachelor’s degree in relevant area.

Relevant experience required: Minimum 7 years of work experience, preferably with 5+ years in government and 3 years’ experience in grant program administration or operations in a grantmaking organization. Experience setting up systems for grants, operations, and program management. Experience drafting, reviewing, negotiating, and executing contracts in partnership with a legal team. Experience with federal government reporting. Experience staffing and operating a government office. Additional experience may be in grant compliance, operations, or related fields.

Knowledge required: In-depth knowledge and understanding of current Federal broadband funding opportunities and requirements. Familiarity with government procurement and grantmaking. Knowledge of Empire State Development is preferred.

BASIC FUNCTION:
The Vice President, Program and Operations, ConnectALL, is responsible for overseeing the entire lifecycle of all ConnectALL grants and procurements and for building and maintaining the ConnectALL team. The VP is the primary point of contact for all Empire State Development and New York State divisions responsible for any aspect of grants and procurements. The VP oversees all financial monitoring and reporting for ConnectALL programs, ensuring that all grant programs are in full compliance with Federal and State funding regulations and reporting requirements and that all subgrantees receiving funding from ConnectALL are in full compliance with program requirements.

WORK PERFORMED:
· Oversee all grants, procurements, payments, contracts, and reporting on CAO programs
· Provide seamless integration of operational processes across ConnectALL to enable efficient deployment of resources and proactive program management
· Work with other senior staff of ConnectALL to set strategic direction and manage team resources accordingly
· Manage funding flow from State, Federal, and other sources through all CAO programs in coordination with ESD finance divisions
· Develop and maintain ConnectALL Office budgets and financial forecasting
· Manage staffing, hiring, and onboarding for ConnectALL in coordination with ESD Human Resources
· Ensure the ConnectALL team structure, systems, and processes are coherent and effective and maintain team cohesion and morale
· Articulate and implement an organizational strategy and build the operational infrastructure to support an expanding team
· Build and maintain relationships with functional management and key external parties involved in broadband grants, including ESD’s Loan and Grants office, to secure needed approvals and ensure timely disbursal of funds
· Serve as primary administrative point of contact to grantors for all Federal grants received by CAO
· Develop and manage systems and procedures for required reporting and maintenance of records
· Oversee review and compliance of CAO grants and procurements
· Manage personnel and exercise supervision
· Other tasks as needed to implement the State’s ConnectALL programs
