Minimum Qualifications Candidates must be reachable on the Civil Service eligible list for the title; OR have one year of permanent competitive or non-competitive 55b/c service as an Associate Attorney for reassignment; OR have one year of permanent competitive or non-competitive 55b/c service in a title eligible for transfer under Sections 70.1 or 52.6 of the Civil Service Law.

Duties Description The incumbent will provide legal assistance and support to agency program administrators at the policymaking level and prepare legal cases for which there is little precedent, and which have a major impact on an agency’s mission and program. The incumbent will supervise lower-level attorney(s) in a range of assignments from clear-cut legal opinions to matters where legal precedent is unclear, analyze state, local and federal laws and prepare legal memoranda, federal waivers, and other legal documents; assist the General Counsel and other senior administrators of OASAS in reviewing agency Medicaid policy and developing relevant rules and regulations. The incumbent will perform all legal work and be a subject matter expert on legal issues related to Medicaid. Prior experience working directly on Medicaid issues and/or rules, laws and regulations related to Medicaid policy is strongly preferred.
