For appointment to the ACCOUNTANT TRAINEE 1 you must have:
• A bachelor's or higher degree in accounting, auditing, or taxation. OR
• A bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses.
*Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.

For appointment to the ACCOUNTANT TRAINEE 2 you must have:
All requirements for appointment to Accountant Trainee 1 AND
• A master’s degree or higher degree in accounting, auditing, or taxation. OR
• One year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.

For appointment to the SENIOR ACCOUNTANT (full journey level) you must have:
All requirements for appointment to Accountant Trainee 2 AND
• Two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles. OR
• A master's or higher degree in accounting, auditing, or taxation AND one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles. OR
• A currently valid Certified Public Accountant license and registration issued by New York State. OR

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program (see below), or eligible to transfer to this title under Section 70.1 of the Civil Service Law.

Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level grade 18 position.

Preferred Qualifications: Experience with financial statement analysis; familiarity with GAAP; familiarity with Medicare and Medicaid rules; familiarity with trends in aging and long-term care. Experience with programmatic and fiscal oversight, monitoring of grants applications. Strong analytical and communication skills, both written and verbal. The ability to think creatively and strategically. The ability to work independently, as well as in a team environment. Excellent organizational skills with the ability to prioritize multiple assignments. Proficient in the use of standard office technology and basic Microsoft applications, including Microsoft Excel. The capability to travel within NYS as needed.

Duties Description Prepares written reports to management on the status of various grant and other programs, identifying and describing any areas of concern/improvement based on findings.
Assist in the administration of various grant programs, including applying evaluation criteria; performing financial statement analysis; assessing applicants’ need, financial health, and viability; and understanding and applying state policy regarding support of distressed nursing homes.
Conduct fiscal analysis and provides technical assistance on accounting problems and answers questions from staff ensuring that all operating objectives of assigned OALTC program(s) are being met.
Assist in the review of policy proposals, meeting with policy teams to understand proposals, conducting research necessary to develop fiscal analysis of proposals, and analyzing policy proposals to develop fiscal component. May assist with the preparation and presentation of fiscal analysis as part of budget and other annual processes.
Conduct the review, testing, and audits of risk management mechanisms within unit to help ensure that all applicable laws, rules and regulations are followed.
Advises on the preparation of agency budgets, spending plans, and grant applications for various funding sources. Adjusts spending plans to available resources and identifying and making recommendations for sources of additional funds.
May provide administrative and/or technical supervision of Bureau staff and contractors.
