Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

• Master’s degree AND two years of professional experience in education or in public administration, one year of which must be in an educational or governmental organization in an administrative position with major responsibility for one or more of the following: educational program planning, educational program evaluation, educational program auditing, educational program research, or educational program budget planning.


COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Assistant in Educational Planning and Evaluation.

Section 70.1 Transfer: Candidates must meet the eligibility requirements and have one year of permanent competitive or 55b/c service in any of the Professional Educator Titles (Grade 22, 26, or 28), as indicated here: http://www.nysed.gov/hr/section-701-transfer-determinations-between-professional-educator-titles-grade-22-26-and-28.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:
• Master’s degree AND two years of professional experience in education or in public administration, one year of which must be in an educational or governmental organization in an administrative position with major responsibility for one or more of the following: educational program planning, educational program evaluation, educational program auditing, educational program research, or educational program budget planning.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have a master’s degree AND two years of professional experience in education or in public administration, one year of which must be in an educational or governmental organization in an administrative position with major responsibility for one or more of the following: educational program planning, educational program evaluation, educational program auditing, educational program research, or educational program budget planning. Provisional candidates must take the examination for Assistant in Educational Planning and Evaluation when it is next offered and must be reachable on the resulting eligible list to maintain employment. Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Assistant in Educational Planning and Evaluation position in the Office of Teacher and Leader Development. This Office provides tools and resources for developing and implementing teacher and principal evaluation systems for Local Educational Agencies (LEAs). This Office also implements State-level strategies under the Every Student Succeeds Act (ESSA) to ensure that all students have equitable access to effective educators and assists LEAs with implementation of high-quality professional learning. Duties of this position include, but are not limited to, the following:

• Assist in the development of processes to monitor, evaluate and disseminate best practices in LEAs' systemic approaches to educator effectiveness;
• Assist in the development of strategies and resources to address gaps in equitable access to the most effective educators aligned with the State’s equity work and ESSA requirements;
• Assist with the implementation of Education Law, Rules of the Board of Regents, Department field guidance, and all other relevant guidance materials related to teacher and principal evaluation systems;
• Review and analyze LEA teacher and principal evaluation systems to ensure compliance and conformity with applicable law and regulations;
• Assist in the development of guidance and other resources designed to support LEA implementation of teacher and principal evaluation systems;
• Assist in the ongoing collection of LEA teacher and principal evaluation data; and
• Perform other duties and special projects, as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent, competitive appointment or a contingent permanent non-competitive appointment. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. This may be a temporary provisional appointment. Provisional candidates must take the examination for Assistant in Educational Planning and Evaluation when it is next offered and must be reachable on the resulting eligible list to maintain employment.
For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates.

This position leads to a maximum salary of $101,197 based on annual performance advances.
