Minimum Qualifications Candidates must have one year of permanent service as a Human Resources Specialist 3 (Labor Relations), M-1, and be eligible for lateral transfer;
Transfer Opportunity: Candidate must be eligible to transfer via Section 52.6 of the Civil Service Law by having one year of permanent competitive service in a qualifying title within two salary grades or one M-grade of this position.
Provisional Opportunity: In the event that there is not a valid eligible list, candidates who meet the following promotion qualifications may be qualified for a provisional appointment: Candidates must have one year of permanent competitive or 55b/c service as a Human Resources Specialist 2 (Labor Relations) or Human Resources Specialist 2.
If you are appointed provisionally, you must have taken the examination that was held in October for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained. The Civil Service promotional examination for this title was held on October 21, 2023.
Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Human Resources Specialist 3 (Labor Relations), M-1, position in the Center for Human Resources Management, Bureau of Employee Relations.
Responsible for taking a major role in administering the various negotiated contracts and labor-management agreements, throughout OMH. The incumbent will have assigned facilities that they will be responsible for providing the full range of employee relations services, including reviewing and approving all proposed disciplinary actions, advocating cases at arbitration, and reviewing and approving all case settlements/agreements, all to ensure consistency of practice.
Responsible for visiting their assigned facilities, representing OMH and the facility at contractually required agency-level review meetings of grievances and disciplinary actions, and serving as the Agency advocate in all disciplinary arbitrations and administrative hearings such as Section 72 Fitness for Duty hearings, and Performance Evaluation Appeal Hearings.
Responsible to consult with and advise facility management about employee/labor relations matters to ensure that accurate, consistent, and appropriate guidance is given. The incumbent also serves as a liaison to various employee unions and may participate in labor-management meetings as necessary. Other responsibilities include; coordinating Employee Occupational Leave, Union Leave, and Administrative Leave; and various other administrative tasks.
This position requires up to 15% overnight statewide travel.
